About this opportunity

The Air Force Sustainment Center is conducting market research to identify sources capable of providing repair, manufacturing, sustaining engineering, program management, and related services for AN/GSM-397 Electronic Systems Test Set Interface Test Adapters and associated components supporting F-15 aircraft, with responses due by June 18, 2026. The current sole-source subsumable contract under the Defense Logistics Agency Captains of Industry vehicle (SPE4AX-18-D-9443) and the Air Force subsumable contract (FA8524-20-D-0011) expire September 9, 2028.

The Government possesses Design Authority and Document Change Authority but lacks proprietary technical data, software, drawings, schematics, source code, interface documentation, and depot-level test procedures necessary for independent performance. Respondents must demonstrate capability in repair, manufacturing, sustaining engineering, and program management. The Government encourages identification of Commercial-Off-The-Shelf, modified COTS, or Nondevelopmental Item approaches. Contractors must furnish all material, support equipment, tooling, software, test equipment, engineering support, and services required for performance.

The RFI lists 60 line items across Federal Supply Classes 4920, 4931, 5998, 6130, 6625, 6650, and 6720, with repair forecasts across fiscal years 2029 through 2038 totaling approximately 100 repair actions annually. Responses must address technical capability, relevant experience, production capacity, engineering capability, proprietary data access approach, software sustainment capability, test equipment capability, and program management capability. Joint ventures and teaming arrangements are encouraged. This RFI will not result in contract award; the Government will use submitted information for market research and acquisition strategy development. Submit responses to Leigh Ann Taylor (leigh.taylor.3@us.af.mil) or Twyla Robertson (twyla.robertson@us.af.mil).
