About this file

This is a Request for Information (RFI) issued by the U.S. Air Force to identify potential sources for sustainment support of the AN/GSM-397 Electronic Systems Test Set (ESTS) Interface Test Adapters (ITAs) and associated components supporting F-15 aircraft operations. The Government currently maintains a sole source subsumable contract under the Defense Logistics Agency Captains of Industry (COI) contract vehicle (SPE4AX-18-D-9443), with the current Air Force subsumable contract (FA8524-20-D-0011) expiring September 9, 2028. The Government possesses Design Authority and Document Change Authority but lacks proprietary technical data, software, drawings, schematics, source code, interface documentation, and depot-level test procedures necessary for independent performance. Respondents must demonstrate capability in repair, manufacturing, sustaining engineering, program management, and related services, with encouragement to identify Commercial-Off-The-Shelf (COTS), modified COTS, or Nondevelopmental Item (NDI) approaches. All material, support equipment, tooling, software, test equipment, engineering support, and services required for performance must be furnished by the contractor. Attachment 1 provides the currently forecasted list of National Stock Numbers (NSNs), which is subject to change, and samples are not available for evaluation.

Responses are due no later than close of business on June 18, 2026, and must address technical capability, relevant experience, production capacity, engineering capability, proprietary data access approach, software sustainment capability, test equipment capability, and program management capability. The RFI includes a comprehensive Contractor Capability Survey requesting business information (company name, CAGE code, business size designation, SAM registration status, small business classifications) and detailed responses to eight capability areas: general capability for military electronic systems support; relevant experience with up to three contract examples; technical data, software, and test equipment capabilities; production and repair capacity; engineering and sustainment approach; cybersecurity and quality management (including ISO 9001, AS9100 certifications, and current CMMC certification status); transition-in methodology; and commercial pricing practices. Joint ventures and teaming arrangements are encouraged, and all proprietary information must be clearly marked. The Government explicitly states this RFI will not result in contract award and will use submitted information for market research, acquisition strategy development, small business analysis, and future competition assessments.

REQUEST FOR INFORMATION (RFI)

Sustainment Support (Repair, Spares, and Engineering Services) for AN/GSM-397

Electronic Systems Test Set Interface Test Adapter Support

PURPOSE:

The Government is conducting market research to identify potential sources capable of providing repair, manufacturing, sustaining engineering, program management, and related services for the AN/GSM-397 Electronic Systems Test Set (ESTS) Interface Test Adapters (ITAs) and associated components supporting the F-15 aircraft.

The current Air Force strategy utilizes a sole source subsumable contract under the Defense Logistics Agency (DLA) Captains of Industry (COI) contract vehicle, SPE4AX-18-D-9443. The current Air Force subsumable contract, FA8524-20-D-0011 expires 9 September 2028.

The Government possesses Design Authority and Document Change Authority; however, the Government does not possess the proprietary technical data, software, drawings, schematics, source code, interface documentation, or depot-level test procedures necessary to independently perform this effort.

The Government is conducting market research to determine the availability of commercial and non-commercial capabilities in support of this requirement.

Respondents are encouraged to identify any Commercial-Off-The-Shelf (COTS), modified COTS, Nondevelopmental Item (NDI), or commercial service approaches applicable to this requirement.

Attachment 1, 409th_RFI_List_of_NSNs, identifies the currently forecasted items associated with this effort. The list is subject to change.

Samples are not available for evaluation.

The Contractor shall furnish all material, support equipment, tooling, software, test equipment, engineering support, and services required to perform this effort.

The Government does not intend to award a contract on the basis of this RFI or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Independent research and development and bid and proposal cost, of the Revolutionary Federal Acquisition Regulation Overhaul.

Although “proposal” and “offeror” are used in this RFI, your response will be treated as information only. It shall not be used as a proposal.

This RFI is issued for the purpose of market research in an attempt to overcome barriers to competition.

INSTRUCTIONS:

Interested parties are requested to provide concise responses demonstrating current and/or planned capability to support this effort.

Responses should include sufficient detail for the Government to assess:

• Technical capability

• Relevant experience

• Production capacity

• Engineering capability

• Proprietary data access approach

• Software sustainment capability

• Test equipment capability

• Program management capability

Generic marketing material is discouraged unless directly relevant to the requirements described herein.

Joint ventures and teaming arrangements are encouraged.

All proprietary information shall be clearly marked.

Responses are due no later than close of business on 18 June 2026.
