About this opportunity
The U.S. Army Corps of Engineers Construction Engineering Research Laboratory is procuring professional engineering services to develop 4,202 project item assemblies from scratch using the Government's Micro-Computer Aided Cost Estimating System 2nd Generation (MII) software for their Sustainment Management System. The contractor must create these assemblies for asset component replacement actions, building them from construction tasks in the MII Cost Book or developing custom-built user items when necessary. Key requirements include comprehensive labor and supervision to develop detailed cost assemblies covering a wide range of construction components including foundations, electrical systems, plumbing, HVAC, and specialized equipment across multiple building system categories. The government will evaluate proposals based on technical knowledge, management processes, past performance, and price, with particular focus on the contractor's understanding of the MII application and ability to develop accurate component replacement assemblies. Technical inquiries must be submitted via email to CERL-CT-QUOTES@usace.army.mil no later than five calendar days before the August 21, 2025 proposal deadline at 12:00 PM CDT.
This solicitation is set aside as a Total Small Business opportunity under NAICS code 541330 (Engineering Services) with a size standard of $25,500,000, though no current incumbents or contractors are identified in the documentation. The contract is structured as a firm-fixed price agreement with a total award amount of $25,500,000 and a performance period extending from September 30, 2025, to June 12, 2026, providing 285 calendar days for completion. The work involves creating 4,202 detailed project item assemblies with key milestones including an initial coordination meeting within 15 days of award, an in-progress review when 15% of assemblies are completed, and submission of draft and final assemblies with approximately 210 days allocated for final deliverable completion. Performance will take place in Champaign, Illinois, and the contractor must deliver monthly progress reports throughout the contract period along with comprehensive documentation of all developed assemblies.
