About this opportunity
This pre-solicitation notice announces the Warner Robins Air Force Life Cycle Management Center's (WR-AFLCMC) intent to issue a 5-year Indefinite Delivery, Indefinite Quantity (IDIQ) Cost-Reimbursement, No-Fee contract for Engineering Services, Material, Travel, and Data. The contract will support all Special Operations Forces/Personnel Recovery (SOF/PR) C-130 aircraft, with a focus on cyber support, analysis of modifications, repair, design and analysis, reverse engineering of components, testing, continued development, and support of Mechanical Equipment and Subsystems Integrity Program (MECSIP) and Avionics Integrity Program (AVIP). The contracting agency has determined that MERC is the only vendor with the required technical expertise and CAD software tools to sustain the testing and evaluation needed. The planned solicitation release is on or around May 31, 2024, with responses due by June 17, 2024.
This procurement is not set-aside and MERC is identified as the sole-source provider. The contract value and budget range are not specified. The agency has appointed an Ombudsman to address any contractor concerns regarding the limited source selection.

This is a notice of intent that the Warner Robins Air Force Life Cycle Management Center (WR-AFLCMC), Robins AFB GA, anticipates issuing a 5 year Indefinite Delivery, Indefinite Quantity (IDIQ) Cost-Reimbursement, No-Fee contract with a basic year plus four-one-year- option periods for Engineering Services, Material, Travel, and Data. This requirement is for support of all SOF/PR C-130 aircraft with a focus on cyber support, analysis of modifications, repair, design and analysis, reverse engineering of components, testing through laboratory and field methods, continued development, and support of Mechanical Equipment and Subsystems Integrity Program (MECSIP) and Avionics Integrity Program (AVIP) through the use of reliability assessment teams, analyses and quick-turn prototyping aimed at increasing aircraft reliability, and availability, sustainability, and maintainability across the fleet. MERC is the only vendor (institution) with the technical expertise and CAD software tools needed to sustain the testing and evaluation required to maintain FEM in support of sustainment of SOF aircraft. This software was developed by MERC at their expense to generate and/or validate complex finite element models. Please see attached snopsis for additional information.
