About this opportunity
The Department of the Air Force, through the Air Force Installation Contracting Center (AFICC) 338th Enterprise Sourcing Squadron at JBSA-Randolph, Texas, is procuring non-personal Survival, Evasion, Resistance, and Escape (SERE) training support services for the 336th Training Group at Fairchild Air Force Base, Washington and JBSA-Lackland, Texas. The procurement will utilize a Performance Price Tradeoff (PPT) source selection methodology under FAR Part 15 procedures, with evaluation based on three primary factors: Past Performance (with offerors receiving "Limited Confidence" or "No Confidence" ratings eliminated), Technical Capability (assessed through Mobilization Plan, Staffing Strategy, and Quality Control Plan subfactors), and Price, where performance and technical factors are considered significantly more important than price. Specific technical requirements include recruiting specialized personnel such as female instructors for Resistance Training, a Dive Master for Water Survival Training, and an SV70A Functional Area Manager. The pre-solicitation notice was posted on December 12, 2025, with a deadline of January 11, 2026 for questions and comments, and the Request for Proposal anticipated for release on or about January 12, 2026.
