Any proposal received after the prescribed time will be considered non-responsive and will not be considered for award. Please review amendment 3 & 4's attachments for updated information.

Survey Utilities Infrastructure Phase 1 (WSA)
for Launch Facilities: Project 13-1264

Notice Type: Solicitation
Notice to Offerors: Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
Purpose: The 90th Contracting Squadron, F.E. Warren AFB, WY intends to issue a Request for Proposal (RFP) for project #GHLN 13-1264. The contractor shall perform all labor, parts, tool, materials, equipment, management, administrative support, supervision, personnel and other items or services necessary to conduct utilities infrastructure survey, Phase 1 (WSA) and furnish a complete investigative report detailing the location and depth of all above ground and below ground utilities in the WSA.
The performance period is 125 calendar days from date of commencement.
Criteria: The evaluation technique to be utilized for the contemplated award of the issued solicitation is lowest price technically acceptable.
This acquisition is subject to the North American Industry Classification System (NAICS) code of 541370, with a size standard of $14 MIL.
Interested parties should register online and subscribe to receive procurement announcements related to this solicitation by entering the website at http://www.fbo.gov. Potential offerors are responsible for monitoring this site for release of the solicitation package.
To be eligible for contract award, all contractors must be registered in the System for Award Management (SAM - https://www.sam.gov/portal/public/SAM/).
The Government will not reimburse any interested parties for monies spent to provide a response to the subsequent solicitation notice.
