Statement of Work
GENERAL SCOPE:
Contractor shall provide all labor, parts, tools, materialsm equipment, management, administrative support, supervision, personnel, and other items or services necessary to conduct a utilities infrastructure survey and furnish a complete investigative report detailing the location and depth of all above ground and below ground utilities in the WSA. This project is titled Survey Utilities Infrastructure, WSA. Project number is GHLN 13-1264. Work shall be accomplished in accordance with the requirements specified herein and those set forth under the scope of work for each type of service, for delivery to the U.S. Air Force.
DESCRIPTION OF PROJECT:
Work for this project consists of the investigation of existing conditions using the latest technology in underground utility location, verification of as-built drawings, and preparation of a report detailing the results of the investigation. The principle features of the proposed project include but are not necessarily limited to the following:
Review of existing utility as-built drawings provided by FE Warren AFB. Utilities include electric, water, gas, storm sewer, sanitary sewer, cathodic protection lines, and communications lines.
Locating and mapping existing above and below ground utilities. Locations of all utilities shall be performed utilizing GPS receivers. The field methods can be either post process kinematic or real time kinematic (RTK). The contractor shall also use utility locating equipment that is commercially available (i.e. radio markers, RD 500 Plastic Water Pipe Locator, Metrotech, Schonstedt GA-72CD Ferromagnetic Locator, insulated Soil Probe, as-built site drawings, and base utility plans) to locate and/or verify the location of above and underground utility lines. This includes verification of existing features and collection of new features. The utilities to be collected include electric, water, gas, storm sewer, sanitary sewer, cathodic protection lines, and communications lines which may include: radio, telephone, fiber optic, LAN, and navaids. Following the location of utilities using traditional methods, the contractor shall use Ground Penetrating Radar and/or Electromagnetic Induction (EMI) to survey the ground within the WSA to verify the exact location of the utilities identified and to determine where unknown utilities or anomalies may exist below ground with the WSA. EMI shall be used where conditions limit the use of GPR. This GPR/EMI survey shall be conducted on a 2 foot grid pattern throughout the WSA. To avoid veering far from this grid system, the WSA shall be broken into sectors that shall be surveyed individually. Sectors shall be no larger than 200 ft in any one direction. Where underground anomalies are detected by GPR/EMI, but cannot readily be identified, the contractor shall pothole down to the object using non- destructive excavation means such as water or air. The identity and attributes of the item shall then be recorded.
Above and below ground utilities (electric, water, gas, cathodic protection lines, communication; Radio Cables, LAN Cables, Fiber-optic cables, etc.). For all water, gas, and other above and below ground pressure pipes, locate all fire hydrants, manholes, valve meters, regulators, water valves, and gas valves, within the limits of the WSA. Clearly identify the size, direction of flow and type of each pipe/manhole. For electric and communications lines, clearly identify the type, size and number of lines along with communication manholes and handholes, street light poles, guy wires, vaults including handholes and manholes, transformers and substations. Coordinate with shop personnel in pole identification tags/numbers.
Sewer lines and drainage structures such as sanitary and storm sewer manholes, storm drainage culverts, headwalls, inlets, and cleanouts. Always obtain an elevation at the flow line at the bottom of all the pipes connected to a manhole, culverts, and inlets (invert elevations). Clearly identify the size, direction of flow and type of each pipe. Obtain the pipe invert elevation upstream and downstream of all manholes and inlets. Provide sketches where needed for detail and clarity.
Accuracy: the contractor shall do a pilot test in collecting data based on the accuracy stated below, before any survey begins. This will ensure proper attribute information is being collected The horizontal and vertical accuracy shall be that 95% of the points are plus or minus 0.5 feet of their absolute position. The horizontal and vertical accuracy of the remaining 5% of the points shall be plus or minus 1.0 feet of their absolute position.
An estimate of 10% of the total number of points may not be able to be located using GPS because of some type of obstruction (trees, cars, tall buildings.) Therefore, the survey firm shall use traditional ground survey or laser ranging methods to capture these points. The horizontal accuracy for these points must also be plus or minus 0.5 feet.
As a quality assurance measure, there will be redundant observations on a minimum of 5% of utility points.
The coordinates shall be tied to Wyoming State Plane East (fips 4901), NAD83, referenced to the Wyoming High Accuracy Reference Network (HARN). The units of measurement shall be the U.S. survey feet.
The coordinate precision will be rounded to 0.1 of a foot.
The contractor shall be responsible for establishing the GPS base station.
The contractor must maintain lock on at least 4 satellites; however, 5 are preferable.
Offsets can be used when obstructions exist. For reference purposes, use bearing and distance and stated units of measure (i.e. feet).
The field person will use the center of each feature as the position to locate.
For continuity, the contractor is responsible for this GPS inventory to be tied to the existing survey control used for the existing GIS database.
The point and line number attribute shall be a unique number throughout the entire project area.
The “type” attribute shall be an alpha code to signify if the point is either a valve, hydrant, well, pump station, reservoir, etc. The entire attribute shall be based on Spatial Data Standard for Facilities, Infrastructure and Environment (SDSFIE). The base shall provide a person to assist in the recognition of the “type” attribute.
Survey: Utilities shall be surveyed in GPS, attributing data based on Spatial Data Standard for Facilities, Infrastructure and Environment, 2.6 (SDSFIE 2.6) within the WSA. The horizontal coordinate system is the Wyoming State Plane Coordinate System based on NAD 83; the vertical datum will be NAVD 88. Locate utilities by X, Y, Z coordinates. Control for this project should be based on existing 6 monument control points on base. All GIS data collected will be stored and delivered in an ESRI ArcGIS 10.1 file geodatabase built to the SDSFIE 2.6 standard.
Field Notes: All field notes shall be recorded in hardbound field books. The leaves of the field books shall contain no less than 50% high grade rag stock (such as in K&E Field Book 82-0012). All notes shall be neatly entered and shall contain complete records of all field work done. Each notebook page used shall bear the date of the work recorded thereon and the first initials and last names of the personnel in the party shall be listed at the beginning of each day’s work. The first three pages of each book shall be used for an index. Every used page in the book shall be accounted for in the index. Electronic field book printouts are allowed as supplements or replacements if data collectors are utilized, but all of the stated information shall be shown and bound in book format and electric format.
Report: Report shall include hardcopy and digital data furnished in AutoCAD Civil 3D 2013 and ArcGIS 10.1 format. Contents shall be in accordance with section 2.03.

UTILITY/INFRASTRUCTURE CONSIDERATIONS:
Where ground disturbance such as potholing is necessary to locate a utility, all precautions should be taken to avoid damaging the utility. First, the Contractor shall coordinate with the 90th CES Customer Service to process a dig permit for all utilities within the WSA. Once all utility locates are done per the dig permit process, the contractor shall verify their locations while implementing care to avoid damaging or undermining any adjacent structures. If other methods of utility detection involve disturbance or outages to any electrical, water, communications, gas, or sanitary sewer service, a detailed plan must be submitted to the contracting officer for approval at least two weeks in advance of planned work. The plan must include dates and times, utilities affected, and facilities affected.
COST LIMITATION:
There is no follow-on construction project for this facility. Therefore this section is not applicable.

GOVERNMENT FURNISHED INFORMATION AND MATERIALS:
The following information and materials will be furnished to the Contractor for prosecution of the project work:
Record drawings of utilities in the WSA in PDF and hard paper copies format.
These drawings are considered Department of Defense Unclassified Controlled Nuclear Information DCNI and must be protected as such by the contractor. The drawings may only be used/viewed by personnel that have been given an Operations Security Briefing by base personnel. Following the execution of this contract, all electronic and paper copies of utility maps of the WSA must be turned over to the Government. See section 1.15 for further information.
At this time it is known that these drawings are not accurate. The reason for this contract is that utilities have been disturbed during construction projects that were not known. While the base is providing these drawings, they shall not be taken to be accurate and all actual utility locations shall be determined independently and then surveyed to create a new as-built drawing.

COORDINATION:
Coordination between the Contractor and Government representatives involved with the project will be held to ascertain that the Contractor clearly comprehends and understands the various scopes of work he/she is to perform. During this meeting the Contractor may present his/her views as to how he/she proposes to accomplish the project and discuss program requirements.
INSTRUCTIONS AND ADMINISTRATION:
During the course of project preparation, the Contractor may be called upon to attend meetings pertaining to the project. The Contractor shall record and prepare written memoranda of all meetings, pertinent instructions, and information received verbally or otherwise. Memoranda shall be numbered consecutively and chronologically. Copies of memoranda shall be transmitted to the attendees for information and record, and, when necessary, for confirmation within 7 days of the meeting date. Data submittals shall be by dated letter.
DESIGN POLICY AND CRITERIA:
Comply with the following regulations and standards.
Occupational Safety & Health Administration (OSHA) Regulations State of Wyoming Department of Environmental Quality (DEQ) Rules and Regulations.
VISITS:
The Contractor or his/her authorized representative will be required to make periodic visits to the project site as part of his/her contract as necessary to complete the work as soon as possible. The Government will not accomplish the Contractor’s fieldwork.
DELIVERY OF MATERIALS:
All materials and submittals to be furnished by the Contractor under this project shall be delivered to the Contracting Officer in the number specified hereinafter.
SECURITY INFORMATION:
The Contractor or his/her authorized representatives shall comply with pertinent Air Force security regulations while working on the project. Special security clearance such as Confidential, Secret, etc., is not required of the Contractor for this project. However, electronic files and hard copy maps are controlled material and must be safeguarded. This project will involve work inside the WSA. Anyone performing work within the WSA must be able to pass a background check. Workers will be required to submit personal information (full name, driver’s license number and state) to be included on an Entry Authorization List (EAL). Contractor shall submit information for all employees requiring entry to the WSA at least 2 weeks in advance of required entry.
During visits to the WSA, it is possible to experience delays in getting through the entry control point and also to experience delays once inside. During operations, security personnel may ask that all individuals stop work and be escorted inside a nearby facility for a duration of 1 hour or more until operations are complete.
While inside the WSA, workers must be escorted and remain within site of an authorized air force member (military or civilian). The base must plan for this manpower and therefore it is imperative that the work be coordinated with the contracting officer at least two weeks in advance and preferably longer.
HISTORICAL PRESERVATION
No historic facilities will be affected by this project and therefore this section is not applicable.
GREEN PROCUREMENT PROGRAM (GPP)
No products are being procured as part of this project and therefore this section is not applicable.
OPERATIONS SECURITY (OPSEC)
a. The Contractor must adhere to Operations Security Requirements.
b. The following critical information items are related to this project:
a. Drawings, maps and other information related to underground utilities in the WSA.
c. Because the above items were identified as OPSEC critical information, the contractor is provided the following attachments: (Note: It is the prime contractor’s responsibility to provide these documents to all sub-contractors having access to information in paragraph 2.)
a. Unit Policy Letter
b. Unit Critical Information List
c. Unit Operating Instruction
d. The prime contractor and anyone having access (including sub-contractors) to the information in paragraph 2 must be briefing/ trained by the 90 CES OPSEC Program Manager. This briefing is expected to last no more than 15 minutes and will cover the contractor’s requirements in safe guarding all critical information within the contract.

SCOPE OF WORK:
Work under this part consists of field investigation, user interview, drawing review, and drawing correction.
RESPONSIBILITY:
The Contractor shall physically inspect the entire project site, review the ‘as-built’ utility drawing provided by the government, and through observation and interview, determine the operating procedures involved and the most effective methods for obtaining the most thorough and accurate data possible.
From the data obtained, develop a new utility as-built in AutoCAD Civil 3D 2013 and ArcGIS with attributes for line type, material type, size, and any other data appropriate for specific utilities. Data for the as-built will be drawn directly from the SDSFIE 2.6 ArcGIS 10.1 file geodatabase.
The report shall be submitted in a 95% and 100% phase as described below.
Project requires the installation of 3 each permanent control points based upon Wyoming State Plane Coordinate System, East Zone 4901,NGVD 1988 datum. Monuments will be placed in locations that are accessible, visible with other existing control points, and void of nearby utilities. The monuments will be stamped F.E. Warren AFB Control Monument and marked 2013-01, 2013-02 and 2013-03. The accuracy of the control survey will be 2nd Order.
Control point will be developed using 36"deep #5 rebar with 2" capped marked 2013-01, 2013-02 and 2013-03.
Control sheets will be furnished with Control Station name, sketch, description, references, State Plane Coordinates with mean sea level elevation Professional Survey Stamp (Signed) and certification statement. The control sheets must be signed and sealed by the licensed professional/s that performed the work.
95% INVESTIGATION:
The Contractor shall develop a 95% report which shall be an attempt at a full report including all requested information. This shall include but not necessarily be limited to the following:
Report Narrative: Including the following.
A complete description of the means and methods used in determining utility locations and attributes. Include the dates and conditions of the locates, types of equipment used in the locates (make and model if applicable), personnel performing the work.
General findings regarding the accuracy of existing as-builts. Include a listing of the inaccuracies found. List shall identify utilities that were not shown in the correct location, utilities that were not shown at all, and utilities that were shown but do not exist.
An explanation of the limitations and possible inaccuracies of the survey. This shall include the limitations of any equipment used in the survey such as Ground Penetrating Radar equipment and other locating electronics or machinery. Discuss any areas that may have been difficult or impossible to observe or discover unknown utilities.
Originals of all field books, sketches and computations. All of these items shall be suitably bound, and clearly marked and identified.
New ‘as-built’ drawings. Include a hard copy in the report as well as electronic copies in PDF, AutoCAD Civil 3D 2013 , ArcGIS format and ArcGIS 10.1 file geodatabase. For readability, the hard copy in the report should be broken into smaller sectors. The WSA can be broken into a grid. Each tile should be labeled sequentially starting with 1 in the northwest corner, increasing from left to right and then moving to the south. A legend with the overall grid map should be included on each page.
Each utility shall be in a separate layer in ArcGIS and AutoCAD format based on SDSFIE and AEC Standards and all required attribute fields populated.
Include an ASCII file of each separate utility with fields for a unique point and line number x, y, z, and type of point.
All deliverables must meet professional standards and the requirements set forth in contractual documentation. The contractor will be responsible for delivering all end items specified.
100% INVESTIGATION:
The Contractor shall develop the final, 100% complete investigation report to include but not limited to the following:
All items included in the 95% report. This shall include all comments agreed upon during the review of the 95% report.

Review Schedule:
The Contractor shall complete the 95% investigation and submit data as designated in section 2.03 within 90 days from the start of performance. A review will be conducted by the Air Force at F. E. Warren within 14 days after the receipt of the 95% report. Upon submission, the Contractor should stop work until given approval to continue with the 100% investigation.
The Contractor shall complete the final 100% investigation and submit all the required information as indicated in section 2.04 within 14 days.
