About this opportunity

The Bureau of Land Management (BLM), Oregon State Office, is procuring surplus Douglas Fir seedlings for the FY2026 planting season in the Roseburg District area of Oregon. Specifically, the BLM requires Douglas Fir styro-15 seedlings with elevation specifications under 2,500 feet (ROSTIC 1.5 Gen) and Douglas Fir bareroot seedlings to support reforestation efforts. This is a firm fixed price commercial items supply contract to be issued under FAR subpart 13.5 procedures. The single source justification centers on timing and availability constraints, as the Western Oregon planting season was already underway at the time of procurement, and the specific seedling types required are available only from one qualified source due to the multiyear growing cycle of seedling production and limited market availability. The contracting officer, Tiffany Eslinger, has approved this procurement based on market research confirming that pricing is within average market rates and represents best value. The pre-solicitation notice was posted on February 13, 2026, with a response deadline of February 18, 2026.

This procurement is set aside 100 percent for Indian Economic Enterprises (IEE), with the Cow Creek Band of Umpqua Tribe of Indians identified as the sole contractor at 2371 NW Stephen Street, Suite 100, Roseburg, Oregon 97470. The Cow Creek Band currently maintains a surplus of the required seedlings and is the only reasonable source available to meet the urgent planting season requirements. The estimated acquisition value is not disclosed in the pre-solicitation materials. The contract will be awarded as a commercial supply contract under the single source authority of FAR 13.106(b), which allows procurement directly from the identified source without competitive bidding given the documented unavailability of alternatives and critical timing constraints of the reforestation mission.
