About this file
This is a Single Source Justification Memorandum documenting the Bureau of Land Management's (BLM) Roseburg District procurement decision to purchase surplus Douglas Fir seedlings as a sole-source contract. The contracting officer, Tiffany Eslinger, approved this procurement on February 13, 2026, under FAR 13.106(b) authority.
The BLM requires the purchase of surplus Douglas Fir styro-15 seedlings with elevation specifications of less than 2500 feet (ROSTIC 1.5 Gen) and Douglas Fir Bareroot seedlings to support the FY2026 planting season in the Roseburg District area. The estimated acquisition value is redacted in the document. The sole contractor identified is the Cow Creek Band of Umpqua Tribe of Indians, located at 2371 NW Stephen Street, Suite 100, Roseburg, Oregon 97470. The contract will be issued as a firm fixed price commercial supply contract under FAR subpart 13.5 procedures in accordance with 41 U.S.C. 1901.
The justification for single-source procurement centers on timing and availability constraints. The planting season in Western Oregon was already underway at the time of procurement, creating urgency to source seedlings immediately. Since seedling production requires a multiyear growing cycle and most nurseries maintain contracts exclusively with government entities, tribal organizations, timber companies, and large landowners, mid-season procurement of specific elevation types is exceptionally difficult. Market research confirmed that the required seedlings were available only from the Cow Creek Band at the needed quantity and delivery timeframe, with mandatory sources and historical vendors unable to fulfill the requirement. The contracting officer determined the pricing was within average market rates based on previous purchases and current market analysis, representing best value given the circumstances.

From: Tiffany Eslinger, Contracting Officer
Subject: Single Source Documentation
In accordance with FAR subpart 13.106-1, this memorandum justifies soliciting a single source procurement herein.
1. IDENTIFICATION OF THE AGENCY AND CONTRACTING ACTIVITY. Bureau of Land Management, Roseburg District BLM, 777 NW Garden Valley Blvd Roseburg, OR. Contracting Activity:
Department of the Interior, Office of the Secretary of the Interior.
2. NATURE/DESCRIPTION OF THE ACTION BEING APPROVED. The BLM will solicit the purchase of surplus Douglas Fir styro-15 <2500 elevation ROSTIC 1.5 Gen seedlings and Douglas Fir Bareroot Seedlings as a single source procurement to the Cow Creek Band of Umpqua Tribe of Indians, 2371 NW Stephen St Ste 100, Roseburg, Oregon 97470, to be issued as a firm fixed price commercial supply contract.
3. DESCRIPTION OF THE SUPPLIES OR SERVICES REQUIRED TO MEET THE AGENCY’S
NEEDS (INCLUDING THE ESTIMATED VALUE). The Government requires the purchase of additional seedlings in the Roseburg District BLM area for the FY2026 planting season.
The estimated value of this acquisition is
4. AUTHORITY AND SUPPORTING RATIONALE AND, IF APPLICABLE, A DEMONSTRATION
OF THE PROPOSED CONTRACOR’S UNIQUE QUALIFICATIONS TO PROVIDE THE REQUIRED
SUPPLY OR SERVICE. The authority permitting the single source consideration is FAR 13.106(b) Soliciting from a single source. Roseburg District BLM identified a need to plant more area in a specific elevation band that they did not have enough seedlings in their inventory to cover. The planting season in Western Oregon has been ongoing for several weeks, shortening the time in which Roseburg District BLM has to purchase additional seedlings to support reforestation and timber production. The process of ordering and growing seedlings is a multiyear process and is typically done contracted through the nurseries directly. Procuring large quantities of seedlings mid-planting season for a very specific area is incredibly difficult due to nurseries generally only having seedlings that are under contract for certain entities such as local, state, and federal governments, tribal entities, timber companies, and large scale landowners. If these entities find that they have ordered a surplus amount for their planting season, they will generally network to ensure that surplus seedlings are utilized and not wasted. Roseburg foresters network with both planting crews and other agencies that do planting throughout the year, and found that the Cow Creek Band of Umpqua Tribe of Indians have a surplus seedlings for their own program for the elevation needed. Due to the short planting season timing and the availability of the specific elevation trees, it is in the Government’s best interest to acquire the needed seedlings from the Cow Creek Band of Umpqua Tribe of Indians. The procedures in FAR subpart 13.5 will be used in accordance with 41 U.S.C.
1901.
5. DETERMINATION BY THE CONTRACTING OFFICER THAT THE ORDER REPRESENTS THE
BEST VALUE. With the current planting season well underway and the fact that seedlings take about two years to grow to the size needed, the availability of the specified trees on the market is based on surplus at this point in time. The requested seedlings will help to complete Roseburg’s planting and timber goals for the specified elevation and area, supporting the current executive order to increase timber harvests on public lands. The pricing provided by the Cow Creek Band of Umpqua Tribe of Indians has shown to be within the average price per seedling based on previous seedling purchases and current market research. Based on the documentation herein, it is determined that the order represents the best value.
6. DESCRIPTION OF MARKET RESEARCH CONDUCTED AMONG SCHEDULE HOLDERS AND
THE RESULTS OR A STATEMENT OF THE REASON MARKET RESEARCH WAS NOT
CONDUCTED. Market research indicates that the seedlings are currently only available at this quantity and delivery time from the Cow Creek Band of Umpqua Tribe of Indians. Mandatory sources are not available to fulfill this need and historical vendors do not have this type of seedling in stock at the quantities needed.
7. ANY OTHER FACTS SUPPORTING JUSTIFICATION.
None.
8. STATEMENT OF ACTIONS, IF ANY, THE AGENCY MAY TAKE TO REMOVE OR
OVERCOME ANY BARRIERS TO COMPETITION BEFORE ANY SUBSEQUENT ACQUISITION
FOR THE SUPPLIES OR SERIVCES IS MADE. None.
CONTRACTING OFFICER CERTIFICATION
I certify that this justification is accurate and complete to the best of my knowledge and belief. I determine the circumstances of the contract action deem only one source reasonably available.
