About this opportunity

The Department of Veterans Affairs Veterans Integrated Service Network 2 seeks an SDVOSB contractor to provide surgical instrument maintenance and repair services at the Brooklyn and Manhattan Campuses of the New York Harbor Healthcare System, with proposals due October 14. This is a total set-aside for certified service-disabled veteran-owned small businesses, with subcontracting capped at 50 percent for service contracts.

Place of performance is New York, NY 10010. The contract runs for a 12-month base period (December 10, 2026 through December 9, 2027) plus four optional one-year renewal periods, with an estimated total value of $34 million on a firm-fixed-price basis. Services include on-site and off-site monthly maintenance, repair, refurbishment, calibration, ultrasonic cleaning, sharpening, and replacement assessment across hundreds of specialized surgical instrument sets across multiple medical specialties at both campuses. The contractor must meet 24-hour emergency turnaround and 48-hour urgent turnaround standards, provide weekend service availability, and repair a minimum of 15 sets per visit at Brooklyn and up to 30 sets at Manhattan.

Contractor personnel must hold current ISO 13485 certification for Quality Management Systems, NIST-traceable calibration certificates, and at least three years' experience in surgical instrument maintenance. Technicians must hold HSPA CCSVP or CRCST/CBSPD certifications; per Amendment 0002 (September 25), HSPA CCSVP or CRCST alone satisfies the requirement in the absence of CBSPD certification. OEM factory-training credentials are required when available; documented training programs, competency records, and continuing education may substitute when manufacturers do not provide formal training to independent service organizations. The NAICS code is 811210, Electronic and Precision Equipment Repair and Maintenance. Evaluation criteria are technical capability, past performance, and price, with award to the lowest evaluated price meeting technical acceptability standards. Invoicing is monthly through the Tungsten Network portal.
