About this opportunity
The Naval Supply Systems Command is seeking to procure 62 Surface Velocity Profile Drifter System (Ice Ball) buoys for the Naval Atlantic Meteorology and Oceanography Center's Naval Ice Center, which is part of the U.S. National Ice Center. The buoys consist of 42 air-deployed and 20 surface-deployed Pacific Gyre Ice Ball Trackers equipped with Iridium telemetry, GPS positioning, and standardized 15-meter depth holey sock drogue systems designed to survive annual freeze/thaw cycles in Arctic and Southern Ocean seasonal ice zones. These specialized buoys will support the U.S. Interagency Arctic Buoy Program for Arctic Ocean monitoring and international current tracking capabilities. The government intends to award this as a sole source contract to Pacific Gyre, having determined through market research that Pacific Gyre is the only vendor capable of meeting the Navy's stringent technical specifications and reliability requirements for extreme polar environments. Proposals are due by September 12, 2025, at 11:00 AM, with questions directed to Contract Specialist Bridgette Walton.
This procurement does not utilize any set-aside designation, despite the solicitation document indicating it is set aside for small businesses under NAICS code 334513 with a size standard of 750 employees. Pacific Gyre has been identified as the sole source contractor, with the government's market research concluding that other potential vendors demonstrated high air-drop buoy failure rates, quality control problems, and inability to meet full technical compliance requirements. The contract requires delivery within 90 days after award and will be structured as a firm fixed-price agreement funded through FY25 Navy Operations & Maintenance appropriations. The buoys will be delivered FOB destination to the Naval Ice Center at the University of Washington's Polar Science Center in Seattle, Washington, where they will be supplied to the U.S. Interagency Arctic Buoy Program under Dr. Ignatius Rigor's management.
