About this file
This Sole Source Justification document details a requirement by the Naval Atlantic Meteorology and Oceanography Center (NAVALMETOCEN) for sixty-two (62) Surface Velocity Profile Drifter System (Ice Ball) Air-deployable Arctic Weather Buoys. The procurement includes 42 Air buoys and 20 surface buoys, specifically designed for Arctic Ocean monitoring with unique capabilities such as a 15-meter depth holey sock drogue system, GPS positioning with satellite telemetry, and ability to survive annual freeze/thaw cycles and harsh sea ice conditions.
Market research determined that Pacific Gyre is the only vendor capable of meeting the Navy's stringent specifications. The buoys require international current tracking capabilities, satellite telemetry, and reliability in extreme polar environments. Other potential vendors were evaluated but found not capable due to issues like high air-drop buoy failure rates, quality control problems, and inability to demonstrate full technical compliance with the requirement. The contract will be awarded as a firm fixed-price contract and funded through FY25 Navy Operations & Maintenance appropriations.

Source Selection Information – See FAR 2.101 and 3.104 success rates are outstanding, with nearly 100% of buoys deployed from ships and by landing on ice reporting successfully, and over 95% of buoys deployed from aircraft surviving the drop. Based on the information provided in the capability statement, of providing the required services.
Surface Velocity Profile Drifter System (Ice Ball) buoys are extremely unique and must meet specifications that have been proven to maintain functionality through the freeze/thaw cycles during the buoys Artic deployment where they will operate.
Based on the table above, only one vendor was found to be capable of meeting the minimum specifications for this requirement. Data obtained through market research determined that the supplies outlined in the proposed acquisition are only available through Pacific Gyre.
