About this opportunity

The FBI seeks a single-award, firm fixed-price IDIQ contract for 5.56 NATO suppressors, muzzle adaptors, and training suppressors compatible with its Bureau Pattern Carbines, with proposals due July 17, 2026 and questions due May 29, 2026. The procurement is a total small business set-aside under NAICS 332994 with a 1,000-employee size standard. Amendment 001 posted June 8, 2026 updates technical specifications, evaluation procedures, and the Past Performance Questionnaire; contractors must acknowledge this amendment with their proposal.

Place of performance is Redstone Arsenal, Alabama. The contract runs 12 months base plus four optional one-year periods and a six-month extension, with a $45 million ceiling and $2,000 guaranteed minimum. Suppressors must feature low back-pressure/high flow-rate design, minimum 10.00 dB sound reduction, non-modular construction, quick-detach mounting, maximum 6.00 inches added length, and maximum 20.0 ounces weight. Muzzle adaptors must be flash-hider style, -28 threaded, and compatible with specified handguards. Training suppressors must match operational suppressors in dimensions and weight but exclude sound-suppression components and be blue. All components require new condition with in-house quality control. Non-OEM offerors must provide manufacturer authorization documenting supply capacity, warranty flow-down, technical support, and commitment against unauthorized alterations. Authorized buyers include FBI, DEA, and USMS, with other federal agencies eligible case-by-case.

Evaluation uses a four-phase best-value process where technical performance outweighs price, which outweighs past performance. Phase I evaluates technical proposals and specification compliance. Phase II conducts quantitative testing across weight, length, diameter, decibel reduction, muzzle flash, accuracy, impact, shift, repeatability, malfunctions, and defects. Phase III includes gunsmith evaluation and end-user assessment. Phase IV tests functional reliability (2,000 rounds) and endurance (10,000 rounds). Offerors must submit 12 suppressors, 12 muzzle adaptors, 2 training suppressors, manuals, and specialized tools initially. Price evaluation covers CLINs 001–003 only; optional CLINs 004–006 (installation tool, removal tool, cleaning equipment) factor into best-value determination but not price scoring.
