About this opportunity
The USDA Forest Service is seeking a small business contractor to conduct spongy moth suppression and eradication operations across approximately 26,000 acres in the George Washington & Jefferson National Forests and Shenandoah National Park. The primary objectives include preserving resources in recreational areas and reducing potential tree mortality that could impact visitor safety. The solicitation involves four specific treatment line items using Foray 76B insecticide and Gypchek, covering suppression, eradication, and Slow the Spread (STS) treatment blocks in Virginia, Tennessee, North Carolina, and Kentucky. Contractors must submit a quote by May 7, 2025, at 4:30 PM CST via email to Jalisa Sims, including past performance information, a price proposal, and required representations and certifications. The government will evaluate offers based on price and past performance, with both factors weighted approximately equally.
The contract is a total small business set-aside with a NAICS code of 115310 and a small business size standard of $11.5M. The period of performance runs from May 8, 2025, to May 7, 2026, with treatment windows extending from late April to late May. The place of performance is primarily in Millboro, VA, with treatment blocks spanning 25,403 acres across Virginia and North Carolina. Contractors must adhere to strict application requirements, including precise insecticide droplet sizes (80-160 microns), application rates of 0.33 gallons per acre, and specific weather restrictions for spraying. The contract includes significant financial penalties for delays, improper spraying, late arrival, and insufficient material, emphasizing the time-sensitive nature of controlling spongy moth populations in forest ecosystems.
Notice text
The USDA Forest Service is seeking to suppress spongy moth populations on the George Washington &
Jeerson National Forests as well as selected sites on the National Park Service Shenandoah National Park.
The primary objective is to preserve the resources in day use recreational areas which would lessen the
potential for additional tree mortality that could impact visitor safety. Other states (Kentucky, Tennessee,
North Carolina, and other areas of Virginia) in the southeast may need suppression in the future depending
on population growth and other abiotic factors.
