The procurement seeks qualified personnel to provide data entry, coding, clerical, and records management support using standardized classification systems including Census, NAICS, SOC, and the NIOSH Industry and Occupation Computerized Coding System (NIOCCS). The contractor must demonstrate technical capability to perform required services, maintain adequate staffing and resources, implement quality control methods, and execute a comprehensive transition plan within 30 days of award. Evaluation will be conducted using the Lowest Price Technically Acceptable (LPTA) source selection methodology, with technical proposals assessed on a pass/fail basis and past performance not considered as an evaluation factor. Questions regarding the solicitation must be submitted by 3:00 PM EST on February 11, 2026, with proposals due by 3:00 PM EST on February 17, 2026, and award anticipated on or before February 27, 2026.
This solicitation is designated as a total set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), though if fewer than two qualified SDVOSB firms respond, the government will evaluate other small business programs including the 8(a) program. The incumbent contractor is Johnsons Consulting, LLC (dba Cetechs), which holds the current contract expiring February 28, 2026. The contract is structured as a firm fixed-price service agreement with a base period from March 1, 2026 through February 28, 2027, followed by four optional one-year periods through February 28, 2031, providing up to five years of performance. The contractor must staff two Data Processing Clerk I positions (3,840 hours), one Data Processing Clerk II position (1,880 hours), two Data Processing Clerk-Quality Control positions (3,780 hours), and two Data Processing Clerk II-Team Lead positions (3,780 hours), totaling approximately 15,280 hours annually on a 40-hour per week schedule. The primary place of performance is a contractor-provided facility in or near Cincinnati, Ohio, with Data Processing Clerk I positions required on-site at the CDC's Alice Hamilton Laboratory three days per week, and prevailing wage rates established under Wage Determination 2015-4719 apply to all covered positions.
