About this opportunity
The USDA Forest Service seeks clinical support services for the Job Corps Center in Collbran, Colorado, with quotations due July 16, 2026, and questions due July 10. The procurement is a Total Small Business set-aside with a corrected small business size standard of $34 million under NAICS 561320 (Temporary Help Services).
Place of performance is Collbran, CO 81624. The contract requires Drug/Alcohol Abuse Counselors, Center Mental Health Counselors, Registered Nurses II or above, and Licensed Practical Nurses to support the Job Corps program serving financially disadvantaged youth ages 16–24. All clinical staff must hold active, unrestricted licenses appropriate to their position and maintain professional liability insurance of $1 million per occurrence/$3 million aggregate. Key personnel require Department of Labor approval prior to award or replacement; criminal background checks and drug testing are mandatory. The Drug/Alcohol Abuse Counselor position requires 1,040 billable hours during the base period at an hourly rate quoted by the vendor.
The contract is firm-fixed-price with a base period of 12 months from August 1, 2026, through July 31, 2027. Only the first six months will be funded at award; the remaining six months will be funded via modification when funds become available. Quoters must price all 12 months. A 6-month extension option under FAR 52.217-8 is available and will be pre-priced. Services must be provided onsite on a weekly basis, Monday through Friday, 8:00 AM to 5:00 PM, though evening and weekend hours are acceptable if mutually agreed. Evaluation uses a best-value approach weighting Technical Capability (including past performance) and Price equally, with Technical Capability receiving emphasis. Quoters must achieve a Past Performance rating of Acceptable or Neutral to remain eligible for award. The evaluation also assesses management, qualifications, certifications, recruiting capability, and staffing across 24 Job Corps centers nationwide.
