About this opportunity

The National Institute of Allergy and Infectious Diseases (NIAID), a component of the National Institutes of Health (NIH), has issued a Special Notice regarding a sole-source procurement for a 12-month support plan for a Stellaris 8 Confocal Microscope. The notice is specifically for maintaining a microscope with serial number 8300000444, manufactured by Leica Microsystems Inc. NIAID intends to negotiate this contract on a non-competitive basis directly with Leica Microsystems, located in Deerfield, Illinois. The statutory authority for this sole-source requirement is 41 U.S.C. 1901(a)(1), which allows for procurement when only one responsible source can satisfy agency requirements. The opportunity is categorized under the NAICS code 811210 for Electronic and Precision Equipment Repair and Maintenance.

The primary objective of this Special Notice is to obtain a comprehensive maintenance agreement that ensures the microscope remains in optimal operating condition. Contractors interested in providing service must submit a capability statement by 10:00 am EST on Monday, December 30, 2024, through the NIAID electronic Simplified Acquisition Submission System (eSASS). Notably, third-party vendors must include a contract with Leica Microsystems to be considered eligible. The support plan includes unlimited service visits by Leica-trained engineers, unlimited OEM replacement parts, one annual on-site planned maintenance visit, unlimited access to technical support, proprietary software updates, and a guaranteed two-business-day priority response time. While this is not a formal Request for Proposal, all responsible sources can submit documentation demonstrating their capability to meet the specified service requirements. The government retains sole discretion in determining whether to compete this requirement based on the responses received.
