The Department of State seeks quotations for supply of two SUVs to the U.S. Embassy in New Delhi, India, with quotations due June 16, 2026, at 1700 hours India Time and questions due June 5, 2026, at 1500 hours India Time. The procurement is set aside for Women-Owned Small Business (WOSB).
Place of performance is New Delhi, India. Delivery is required within 90 days of contract award to the Embassy at Gate-C, Chandragupta Marg, Chanakyapuri, New Delhi. For overseas vendors, delivery is on a CIF basis to Inland Container Depot Tughlakabad, with vendors bearing all transportation, insurance, inland haulage, demurrage, taxes, and export compliance costs. Local vendors must include GST and transportation costs in pricing. The NAICS code is 336110, Automobile and Light Duty Motor Vehicle Manufacturing; PSC code is 2310, Passenger Motor Vehicles.
The vehicles must be brand-new, Euro/BS-VI emissions standard, right-hand drive, automatic transmission, petrol engine with six cylinders and 2990–3050 cc capacity, seating for six (driver plus five passengers), black metallic color, with air conditioning, power windows, parking sensors, front and rear cameras, and ABS brakes. Offerors must demonstrate clear, transferable title at delivery and provide proof of authority to sell via manufacturer status, valid dealer license, or authorized dealer agreement. The contract is firm fixed price with no adjustments for cost escalations or currency fluctuations. Pricing must remain firm for 90 days from offer receipt date.
Award will be made to the lowest-priced acceptable and responsible quoter based on initial quotations without discussions, though discussions may occur with companies in the competitive range if necessary. Technical capability—compliance with specifications and warranty terms—is the most important non-price evaluation factor. Offerors must be registered in SAM with a valid UEI prior to award and must submit SF-1449, Section 1 Pricing, Section 3 additional information, Section 5 Representations and Certifications, and proof of SAM registration. Quotations must be submitted electronically to Newdelhibids@state.gov, in English, and must not exceed 10MB per file.

Enclosed is a Request for Quotations (RFQ) for supply of SUVs to the U.S. Embassy in New Delhi, India. If you would like to submit a quotation, follow the instructions in Section–3 of the solicitation, complete the required portions of the attached document, and submit it to the address shown on the Standard Form SF–1449 that follows this letter.
The U.S. Government intends to award a contract/purchase order to the responsible company submitting an acceptable offer at the lowest price. We intend to award a contract/purchase order based on initial quotations, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.
All requests for clarifications must be submitted in writing via E-mail to ChellaramaniA@state.gov by 1500 hrs. (India Time) June 5, 2026. Responses shall be provided to all contractors who showed their interest in doing business with USG. No questions shall be answered received after 1500 hrs. (India Time) June 5, 2026.
Quotations are due by 1700 hrs. (India Time) of June 16, 2026. Your quotation must be submitted electronically to Newdelhibids@state.gov with the subject line “Solicitation No.191N6526Q0059 for Supply of Flatbed Truck”. The file size must not exceed 10MB. If the file size exceeds 10MB, the submission must be made in separate files and attached to separate emails with less than 10MB each.
No quotations shall be accepted after this time. Quotations must be in English. Incomplete quotations will not be accepted. Quotation submitted to any other e-mail ID other than Newdelhibids@state.gov shall be rejected and dealt in accordance with FAR provision 52.215-1.
In order for a quotation to be considered, you must complete and submit the following:
1. SF-1449
2. Section I, Pricing
3. Additional information as required in Section–3
4. Section–5 Representations and Certifications
5. Proof of SAM Registration
Offerors shall be registered in the SAM (System for Award Management) database at https://www.sam.gov prior to submittal of their offer/proposal as prescribed under FAR 4.1102. Failure to be registered at the time of proposal submission may deem the offeror’s proposal to be considered non-responsible and no further consideration will be given. Therefore, offerors are highly encouraged to register immediately if they are interested in submitting a response to this requirement.
