About this opportunity

The General Services Administration Public Buildings Service seeks supply-side energy advisory and management services for a deregulated energy portfolio of approximately 1,850 accounts (390 natural gas and 1,317 electricity) across 54 federal agencies, with proposals due August 25 and questions due August 7. Amendment 0001 issued August 17 extended the proposal deadline from August 20 to August 25, updated the RFP, and added three attachments addressing renewable energy line items and account management templates.

This is an unrestricted procurement conducted under FAR Part 12 and Part 15 commercial procedures. The GSA anticipates a single award but reserves the right to make no award. Place of performance is contractor facilities nationwide, coordinating support for federal accounts across 35 states and the District of Columbia. The base contract runs October 1, 2026 through September 30, 2027, with four one-year option periods and a six-month extension option through March 31, 2032.

The contractor must demonstrate supplier neutrality with no ownership ties to energy suppliers, possess a FedRAMP-certified real-time online reverse auction platform, and provide past-performance evidence of at least 5 billion kWh or 10 million dekatherms in annual awards during the prior five years. All contractor personnel accessing GSA systems require HSPD-12 security clearance. The contract is a no-upfront-cost arrangement; contractor compensation derives exclusively from per-unit fees (per dekatherm for natural gas, per kilowatt-hour for electricity) embedded in resultant energy supply contracts. Technical evaluation considers Technical Capability and Experience (15 pages), Understanding the Statement of Work (5 pages), and Past Performance (3 pages), with price as a secondary factor. The incumbent contractor is Enel X North America, Inc., and is eligible to rebid. NAICS 541690, PSC R408. Contractors must maintain active SAM registration throughout performance.
