About this opportunity

The Department of the Army Corps of Engineers Engineer Research and Development Center seeks procurement of one portable, nondestructive ultrasonic pulse-echo device for concrete layer thickness determination in airfield pavement research, with quotes due September 11, 2026. This is a 100% small business set-aside under NAICS 334511 (Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing), with a size standard of 1,350 employees.

Place of performance and delivery is Vicksburg, Mississippi. The device must utilize ultrasonic pulse-echo technology exclusively—no alternative nondestructive testing technologies are acceptable. Required specifications include a 3 x 8 transducer array with dry-point contact elements, effective testing depth up to 6.5 feet, frequency bandwidth of 25 to 65 kHz, measuring resolution of 0.1 microsecond, laser point positioning, and interactive 3D visualization capability. The complete system must include two separate data acquisition devices, an additional transducer channel for field troubleshooting, extra power supply, software capable of exporting raw data and producing 3D views and panoramic B-Scans, user manual, protective carrying case, and all shipping and insurance charges. All equipment must be factory-new, current-production merchandise. The vendor must demonstrate that the device has been used by other research organizations and can operate with at least two separate data acquisition devices simultaneously. Delivery is required within 30 days of award; contractor bears FOB destination costs. Award will be made on a lowest-price technically acceptable basis. Technical questions were due September 3, 2026. Amendment 1 issued September 3 corrected the measuring resolution specification from 0.1 nanosecond to 0.1 microsecond and clarified that no manufacturer-issued calibration certificate or NIST-traceable calibration is required. All offerors must be registered in SAM prior to award.
