About this file

This is a Questions and Answers document for Solicitation W912HZ26QA050, a competitive procurement for an ultrasonic pulse-echo nondestructive testing device. The solicitation does not mandate a specific manufacturer or model; any ultrasonic pulse-echo device meeting all stated technical requirements is acceptable. Alternate technologies, including other nondestructive testing methods, are not permitted. The measuring resolution requirement is 0.1 microsecond (correcting a typographical error in the original specification). Successor models to discontinued equipment may be considered if they meet or exceed all specified device and software performance characteristics.

The required system configuration includes one ultrasonic pulse-echo device with a dry-point contact antenna with transducer array (3x8), two separate data acquisition devices (tablets/controllers/laptops), an additional transducer channel matching the original 8x3 dry-point configuration for field troubleshooting, one additional power supply, software license, carrying case, quick start guide/user manual, and all shipping/freight/insurance charges. All components must be factory-new, current-production equipment. Required documentation with the quotation includes manufacturer name and exact model and technical data sheets or product literature. Standard equipment warranty applies, and delivery to Vicksburg, Mississippi is required within 30 calendar days after award. The evaluated price must include all costs necessary to provide and deliver a complete, compliant, operational system. No manufacturer-issued calibration certificate or NIST-traceable calibration is required as a condition of delivery.

QUESTIONS AND ANSWERS – SOLICITATION W912HZ26QA050

1. Is the manufacturer and model identified in the solicitation mandatory, or will the Government accept a brand-name-or-equal instrument that meets or exceeds every stated technical requirement?

No specific manufacturer or model is identified in the solution. This is competitive procurement. Any ultrasonic pulse-echo device may be considered technically acceptable if it meets all stated requirements. Quotations and technical specifications will be evaluated for compliance with the technical requirements. Nondestructive testing that employs technologies other than ultrasonic pulse-echo are not acceptable, even if they provide similar measurements.

2. If equivalent products are permitted, which specifications, functions, including components, and performance characteristics are essential and may not vary?

The solicitation does not identify a specific brand or model. The offered system must be a device utilizing ultrasonic pulse-echo technology to conduct nondestructive evaluations. Similar, alternate or substitute technologies will not be accepted. Device must comply with requirements specified in Section C.

3. Would an alternate instrument be considered technically acceptable if it satisfies all stated specifications but differs in manufacturer, model number, physical dimensions, interface, or included software?

The solicitation does not identify a required manufacturer, model number, physical dimensions, interface or software name. Therefore, differences are acceptable provided the technology is ultrasonic pulse-echo. No other technologies different from ultrasonic pulse-echo are technically acceptable. Device and software capabilities must be compliant with Section C.

4. Please confirm everything that must be included in the quoted system, including probes or transducers, cables, software, licenses, accessories, carrying cases, calibration documentation, manuals, training, and any other required components.

• One ultrasonic pulse-echo device

• Antenna with transducer array (dry-point contact, 3x8).

• Two data acquisition devices.

• Additional power supply.

• Quick start guide/User Manual.

• Additional transducer channel.

• Software license.

• Carrying case.

• Shipping/freight/insurance charges.

If additional items are required for the offered system to perform stated requirements in Section C, it should be included and properly identified in the quotation.

5. Is a manufacturer-issued calibration certificate or calibration traceable to the National Institute of Standards and Technology (NIST) required at delivery? If so, please identify the required certification standard.

No manufacturer-issued calibration certificate, NIST-traceable calibration, ISO/IEC 17025 calibration, or other calibration certification standard is specified in the solicitation. Therefore, no separate calibration certificate is required as a condition of delivery.

6. Are refurbished, demonstration, discontinued, or previously owned units prohibited, thereby requiring factory-new, current-production equipment?

The offered ultrasonic pulse-echo device and all included system components shall be factory new.

7. What technical documentation should accompany the quotation to establish acceptability - for example, a manufacturer data sheet, specification comparison, authorized-distributor confirmation, warranty information, and country-of-origin documentation?

• Manufacturer name and exact model.

• Technical data sheet, product literature, or quick start guide/user manual.

8. Please confirm the required warranty period, delivery destination, and required delivery date or acceptable delivery lead time.

Standard equipment warranty. Delivery is required within 30 calendar days after award.

Delivery destination is Vicksburg, Mississippi.

9. For the Lowest Price Technically Acceptable evaluation, will the evaluated price include freight, insurance, accessories, calibration, and all other charges necessary to deliver a fully operational system?

The evaluated price shall include all costs necessary to provide and deliver a complete, compliant, operational system to the required destination, including equipment, required components and accessories, software/licenses, documentation, shipping/freight, insurance, and all other associated charges.

10. If the solicitation's identified product is the required configuration, please confirm the complete manufacturer name and exact manufacturer part or model number, including any required options.

The solicitation does not identify a required manufacturer, product, model number, or brand-name configuration. Supply must meet specification listed in Section C.

11. First, the specification requires a measuring resolution of 0.1 nanosecond. Commercial ultrasonic pulse-echo equipment otherwise matching the stated performance characteristics commonly specifies a measuring resolution of 0.1 microsecond. Could you please confirm whether the intended measuring-resolution requirement is 0.1 microsecond rather than 0.1 nanosecond?

Yes, there was a typo in the specified units. Resolution should be 0.1 microsecond.

12. The technical characteristics appear consistent with the Proceq/Screening Eagle Pundit 250 Array, which is listed publicly as discontinued. Will the Government accept the manufacturer's current successor model or another equal product that meets or exceeds the required performance characteristics?

The offeror must demonstrate that the successor models meet or exceed the specifications (both device and software), the device can be considered.

13. Please clarify the required configuration for the "additional transducer channel" and "two data acquisition devices," including whether two separate tablets/controllers are required.

The additional transducer set should match the original device configuration (specified 8x3, dry point) to ensure compatibility. This additional transducer channel is to facilitate troubleshooting in the field. Two separate tablets/controllers/laptops to operate the device must be provided. Offerors shall provide a complete system configuration that demonstrates compatibility among the transducer set, acquisition devices, and controllers, and that meets all other solicitation requirements.
