About this opportunity

The Department of Veterans Affairs Network Contracting Office 15 published a Special Notice to award a sole source contract for supplemental home oxygen services to Home Care Equipment, Inc. located in Poplar Bluff, Missouri. The services will be provided to veterans served by VA medical centers across Kansas, Missouri, Kansas, and Illinois under VISN 15.

The Special Notice aims to continue contracting with the incumbent, Home Care Equipment, Inc., to provide home oxygen services to VISN 15 patients without interruption due to current market instability exacerbated by the COVID-19 pandemic. Interested parties may express their capability to meet requirements by submitting a statement by March 24, 2021. The contract would have a base period of six months with an option to extend for an additional six months. The agency reserves the right to negotiate solely with the incumbent if no other viable options are received by the deadline that can immediately satisfy requirements without disruption to veteran care.

Notice text

The Department of Veterans Affairs, Network Contracting Office 15 intends to award a sole source contract under the authority of 41 U.S.C 253(c) (1) – FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements, to Home Care Equipment, Inc., located at 1135 Lester St, Poplar Bluff, MO 63901-4833.

Home Care Equipment is the only vendor capable of immediately providing home oxygen services to VISN 15 patients without interruption. Although additional vendors have been identified as potential sources, the current instability in the market would introduce an unacceptable degree of risk to patient care during any transition phase implemented during the COVID-19 pandemic.  Continuing to contract services with Home Care Equipment will allow the market to normalize, VISN 15 to establish firm requirements based on a normalized market, and NCO 15 to continue to develop and proceed with a new acquisition with these firm requirements.

The services are to be delivered to the Veteran beneficiaries serviced by the following Department of Veterans Affairs, VISN 15, VA Medical Centers:

  • Kansas City VA Medical Center, 4801 East Linwood Boulevard, Kansas City, MO 64128-2226
