Q1. What Operating System is going to be installed in the machines?
A1. Red Hat Enterprise 7 OS will be installed. However, the Government's requirement is to not have it pre-installed.

Amendment 0001
The purpose of this Amendment is to answer Industry questions.


Q1. Please clarify if the CLIN 0001 3D Display Virtualization Server is intended to be a single server in the enclosure or truly a multi-node server in a 4U pedestal or rack mount enclosure?


A1. This requirement is for a single server in a pedestal or rack-mountable enclosure.


Q2. The 3D Display Virtualization Server requests four nodes, but under the section "Processing" it requests a "Minimum two computing nodes." Did the Government want a minimum of two computing nodes per 4U form-factor or two CPUs?


A2. This requirement is for a minimum of two CPUs per node.


Q3. For the NVMe Disk-on-a-module (DOM), can M.2 NVMe SSD be used instead of a DOM?


A3. The NVMe Disk-on-a-module (DOM) stated in the requirements is "to separate node boot volume from secondary storage volumes." If the M.2 NVMe meets this same requirement, then it is acceptable.


Q4. The storage is requesting 2TB drives with 8TB aggregate storage on a node, then requests these to be SSD. The data center and higher reliability SSDs come as 1.92TB instead of 2TB. Would having a RAID5 with five (5) 1.92TB or three (3) 3.84TB for 7.68TB usable be acceptable? Is a RAID5 required, or can we just use a RAID 0?


A4. This requirement is not for hardware RAID configuration. 1.92 TB SSD drives are acceptable.


Q5. Regarding the Virtualization Server, is RAID5 acceptable?


A5. This requirement is not for hardware RAID configuration. 1.92 TB SSD drives are acceptable.


Q6. Regarding the Virtualization Server, would the Government like to have a boot disk? If so, what size and can this also be M.2?


A6. The Minimum Specifications include a 512 GB disk-on-module drive to use as a boot drive, that is to store the operating system that is used to start up the computer. If the vendor is proposing to provide a 512 GB M.2 NVMe solid state drive to act as a boot drive, that is acceptable.




Q7. CLIN 0001 3D Display Virtualization mentions minimum two computing nodes and CLIN 0002 Virtualization Server mentions 4 computing nodes as a minimum for each module, while the processing section mentions minimum two computing nodes. Does this mean that the Government is looking for 2 independent nodes inside a 4U chassis (CLIN 0001) and each of the 4 nodes in the 2U chassis (CLIN 0002)?


A7. For both CLIN's the requirement is for a minimum of two processors (CPUs) per node. For CLIN 0002, the requirement is for four computing node per enclosure.


Q8. Is this requirement brand-specific only request, or can competing product that is superior in quality (not Supermicro) be proposed?


A8. The Government will consider quotes for products that meet the elements stated in the minimum requirements. This is not a brand name specific requirement.

This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6-Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This synopsis/solicitation will be open for less than 30 days, in accordance with FAR 5.203(b). The Request for Quotation (RFQ) number is N66604-19-Q-0885.


The North American Industry Classification Systems (NAICS) code for this requirement is 334111. The Small Business Size Standard is 1250 employees. This action is being processed on a 100% small business set-aside, concurred with by Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) Office for Small Business Programs.


NUWCDIVNPT intends to purchase the following, on a firm-fixed price basis:


CLIN 0001: 3D Display Virtualization Server, IAW the attached Government's minimum specifications, Qty 4/each (include shipping costs, if applicable).



CLIN 0002: Virtualization Server, IAW the attached Government's minimum specifications, Qty 2/each (include shipping costs, if applicable).


F.O.B. Destination: Newport, RI 02841-1708. The required delivery date is four (4) weeks ARO, or sooner.


Incorporated provisions and clauses are those in effect through the current Federal Acquisition Circular.

In accordance with DFARS Clause 252.211-7003, the contractor shall provide a unique item identifier (UID) for all delivered items for which the Government's unit acquisition cost is $5,000.00 or more. Payment will be via Wide Area Workflow.

Defense Priorities and Allocations System (DPAS) rating is DO-C9.


Section 508: This procurement includes Electronic and Information Technology (EIT), but an exception applies. Therefore, Section 508 is exempt from this requirement.


This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov.


This requirement will be awarded to the offeror with the lowest price technically acceptable (LPTA) quote. In order to be determined technically acceptable: (1) the offeror must quote items that meet the minimum specifications, in the required quantities; (2) the Government will consider past performance information in accordance with DFARS Provision 252.213-7000, where negative information within PPIRS-SR may render a quote being deemed technically unacceptable.



Offerors shall include price, delivery terms, and the following additional information with submissions: Offeror Point of Contact (including phone number and email address), Offeror CAGE Code, and Offeror DUNS number.


Quotes must be received on or before February 15 2019 at 2:00PM EST. Quotes received after this date and time are late and will not be considered for award. Quotes shall be submitted via electronic submission to Beata Jones at beata.jones@navy.mil.
