About this opportunity

The United States Department of Agriculture Agricultural Research Service intends to award on a single-source basis a Super SESI (Secondary Electrospray Ionization) System, with quotations due August 14, 2026. All timely responses will be considered; however, the Government retains discretion to compete the contract based on responses received.

The procurement is unrestricted, not set-aside for small business. Place of performance is the USDA ARS Beltsville Human Nutrition Research Center, Beltsville, Maryland, with delivery required within 60 days of award. The NAICS code is 334516, Analytical Laboratory Instrument Manufacturing.

The system must support real-time chemical analysis for volatile organic compound detection, metabolomic profiling, and food analysis. Required capabilities include real-time ionization of vapor-phase analytes, high-temperature stability, fast response time for transient VOC detection, nano-electrospray capabilities with high ionization efficiency, molecular mass detection up to 600 Da, atmospheric-pressure operation without vacuum-side ionization, and integration with Thermo IDX or Exploris-240 mass spectrometer platforms. The complete system includes the ionization source, operational accessories, adapters, control software, operational license, firmware updates for the warranty period, on-site installation and configuration, system verification testing, on-site or virtual training for ARS scientists, and a minimum one-year manufacturer warranty with technical support. CE safety certifications are required.

One unit is being procured as a firm fixed-price commercial products acquisition. Evaluation uses lowest-price technically acceptable (LPTA) criteria; only the lowest-priced quotation is initially evaluated for technical acceptability. Technical capability receives an acceptable or unacceptable rating; past performance is evaluated as acceptable, neutral, or unacceptable. Questions are due August 12 by 12:00 PM Central Time. The quotation acceptance period is 90 calendar days from receipt.
