About this opportunity
The Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC) issued a sole source justification for awarding contract N39430-25-D-0005 to Southwest Research Institute (SwRI) for the DoD Lock Program's Super Dialer services. The contract covers specialized testing and development of Super Dialers, which are prototype automatic dialers used for mandatory combination lock testing of National Security Information (NSI) and Arms, Ammunition, and Explosives (AA&E) storage systems across the Department of Defense, Federal Agencies, and NATO allies. The justification was based on SwRI's unique proprietary Super Dialer technology and exclusive expertise in conducting combination lock testing required for General Services Administration (GSA) approval processes, making them the sole entity capable of performing this critical security testing. The indefinite delivery/indefinite quantity (IDIQ) contract utilizes a combination cost-plus-fixed-fee (CPFF) and firm-fixed-price (FFP) structure and will run for 60 months with a potential 6-month extension, spanning fiscal years 2025 through 2030. The award amount was not disclosed in the public notice, and the contract will be funded through Operation & Maintenance, Navy (O&MN) appropriations to support ongoing research, development, testing, and evaluation of lock security systems.
