About this opportunity

The U.S. Army Corps of Engineers Engineering District Huntington seeks a contractor to provide materials, labor, equipment, and supervision for asphalt paving and patching work at Summersville Lake's Salmon Run Areas. The contractor will be responsible for performing comprehensive asphalt maintenance and repair services, with quantities that are estimated and subject to verification through site visits by prospective offerors. A critical operational constraint affects this project: the work locations are only accessible when Summersville Lake reaches winter pool levels, restricting construction activities to the period between December 1 and April 1 each year. The solicitation was posted on August 20, 2025, with proposals due by September 10, 2025, providing contractors with a three-week window to prepare their submissions. The Corps of Engineers has established procedures for handling equitable adjustments and change orders, with detailed information available through their partnering resources and the FFP Contract Changes Playbook.

This opportunity is designated as a Total Small Business set-aside, limiting competition to qualified small business contractors under NAICS code 237310 for Highway, Street, and Bridge Construction. The contract falls under PSC category Y1LB for Construction of Highways, Roads, Streets, Bridges, and Railways, indicating the specialized nature of the infrastructure work required. Work will be performed at the specific location of 2981 Summersville Lake Road in Summersville, West Virginia, where contractors must navigate the seasonal accessibility constraints imposed by the lake's water level fluctuations. The solicitation does not specify contract values or identify current incumbents, though it emphasizes that quantities are estimated and encourages site visits for accurate assessment. The seasonal work window of December through April represents approximately four months annually when construction activities can be conducted, requiring contractors to plan their operations around this restrictive timeline.
