About this opportunity

The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Hood intends to solicit an independent, evidence-based assessment of III Armored Corps' suicide prevention and postvention systems, policies, and protocols, with a response deadline of September 3, 2026. No set-aside applies. Fort Hood operates under a high-tempo operational cycle involving Combat Training Center rotations, deployments, and redeployment phases; existing organic resources lack specialized expertise in suicide prevention systems assessment required to audit installation prevention programs objectively, identify systemic gaps, and deliver actionable recommendations.

Performance occurs on-site at Fort Hood (0800–1700 Monday–Friday) and off-site at contractor facilities. The contractor must provide a Program/Contract Manager and a Lead Subject Matter Expert in Suicide Prevention Systems with a minimum of five years' experience within the past ten years. All contractor personnel must complete AT Level I training within 30 days and execute Non-Disclosure Agreements prior to accessing sensitive information; compliance with Army information security and physical security requirements is mandatory.

Key deliverables include a Data Collection and Assessment effort due by day 180 (archival data review, policy and procedure review, and minimum three focus groups), a comprehensive Gap Analysis Report addressing prevention systems gaps and evidence-based recommendations (day 180), and a Written Recommendations Package covering lethal means safety, postvention protocol, risk detection and intervention, soldier orientation training, and pathways to care (day 270). An optional objective includes implementation support and specialized training, including up to four mental health literacy workshops, up to three lethal means safety training sessions, and up to two evidence-based clinical assessment and treatment training sessions. Direct medical, behavioral health, and psychiatric healthcare services remain strictly outside scope. The contract will be awarded under FAR Part 12 procedures for commercial services. NAICS 541618 (Other Management Consulting Services); PSC R799.

Building upon established programs, this continuous improvement effort will review existing processes, procedures, and education related to suicide prevention and postvention in order to recommend improvements, streamline efforts, and increase program effectiveness across all echelons. The contractor will execute a comprehensive assessment of institutional workflows, operational reporting mechanisms, and leadership synchronization from company through corps headquarters, evaluating how policies and support structures are operationalized across commands. Additionally, the contractor will assess current educational frameworks and postvention protocols, providing recommendations as required to enhance Soldier intervention capabilities, streamline harmful behavior intervention pathways, and support unit cohesion following critical events. Findings and actionable recommendations will be delivered through structured baseline evaluations, periodic progress reviews, and an executive roadmap for sustained program optimization. Direct medical, behavioral health, and psychiatric healthcare services remain strictly outside the scope of this assessment.
