IIId ARMORED CORPS, FORT HOOD, TEXAS
31 August 2026
PERFORMANCE WORK STATEMENT (PWS)
Part 1
General Information
1. General: This is a non-personal services contract under which the personnel rendering the services are not subject, either by the contract's terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees. The United States (U.S.) Government shall not exercise supervision or control over the Contractor's employees performing the tasks herein. Such contract employees shall be accountable solely to the Contractor who, in turn, shall be responsible to the U.S. Government.
1.1 Description of Services/Introduction: This is a non-personal services contract to provide professional consulting services in suicide prevention and postvention systems assessment, policy review, gap analysis, and implementation advisement in support of the IIId Armored Corps (IIIAC) at Fort Hood, Texas.
1.2 Background: The IIId Armored Corps, headquartered at Fort Hood, Texas, requires an independent, evidence-based assessment of its current suicide prevention and postvention systems, policies, and protocols. Fort Hood operates under a high-tempo operational cycle that includes Combat Training Center rotations, deployments, and redeployment phases. Persistent mental health challenges and acute crises directly affect unit readiness and force preservation. Existing organic resources do not provide the specialized professional expertise in suicide prevention systems assessment and evidence-based intervention required to conduct an objective, multi-method audit of installation prevention programs, identify systemic gaps, and deliver actionable, evidence-based recommendations. This contract will supplement organic capabilities with external professional expertise, enabling the installation to transition from a reactive crisis response posture to a proactive, system-wide prevention framework.
1.3 Scope: The Contractor shall provide non-personal professional consulting services in suicide prevention and postvention systems. The Contractor shall provide all personnel, expertise, supervision, and other items necessary to perform services as described in this Performance Work Statement (PWS) and associated contract documents, except for those items specified in Part 3 Government Property and Services. The Contractor shall perform to the standards and acceptable quality levels identified in this PWS and associated contract documents.
1.4 Objectives: The objective of this contract is to:
a. Provide an independent, evidence-based audit of Fort Hood's existing suicide prevention and postvention systems, policies, and protocols.
b. Identify systemic gaps in lethal means safety, crisis response, pathways to care, and postvention protocols.
c. Deliver written, actionable recommendations to transition Fort Hood to a proactive, standardized suicide prevention framework.
d. Provide optional implementation support and specialized training to build installation-wide knowledge and capacity.
1.5 General Information:
1.5.1 Quality Control Plan (QCP): This acquisition is for commercial services and will be performed using FAR Part 12; therefore, the Contractor's existing quality assurance system shall be utilized in accordance with (IAW) FAR 12.208.
The Contractor's Proposed QCP shall be submitted to the Contracting Officer (KO) through the Contracting Officer's Representative (COR) for review within ten (10) calendar days after date of contract award (A.001). The Government will review and either notify the Contractor in writing of acceptance of the plan or return comments to the Contractor within ten (10) calendar days. If the Government has provided comments, the Contractor shall have five (5) calendar days to submit a Final QCP. Any proposed changes to the accepted QCP shall be resubmitted for acceptance by the KO no later than ten (10) calendar days prior to the anticipated change.
