About this opportunity

The Transportation Security Administration (TSA), a component of the Department of Homeland Security, has published a Special Notice regarding a succeeding lease award for administrative and support workspace at Terminal Six of John F. Kennedy International Airport. This notice indicates the government's intent to pursue a sole-source lease acquisition rather than full and open competition. The TSA requires approximately 3,627 rentable square feet of office and related space that must remain on-airport property to support the screener workforce and administrative staff. The justification for this non-competitive approach is rooted in the Aviation and Transportation Security Act of 2002, which mandates that TSA maintain on-airport facilities to effectively execute its mission in direct support of airport security operations. The lease will be awarded under the GSA's direct leasing authority, and the government has determined that on-airport location is mission-critical for operational effectiveness.

Interested parties have until December 15, 2025 to submit offers or relevant information in response to this notice. The required space must include all services, supplies, utilities, partitioning, and tenant alterations as part of the rental consideration, and must be accessible via major arterial roads or public transportation systems. The facility must accommodate sufficient visitor parking and be capable of securing a 24-hour continuous operation. While the government intends to pursue sole-source acquisition, it will consider alternative spaces if doing so proves economically advantageous and will evaluate relocation costs, alterations, and other associated expenses in making its final determination. The government retains sole discretion to decide whether to conduct a competitive procurement based on responses received, and information submitted will generally be used only to inform that decision. All prospective lessors in the nonresidential building leasing sector should note that the lease costs will be evaluated for reasonableness through comprehensive market information analysis.
