About this opportunity

The Defense Logistics Agency (DLA) Contracting Services Office – Columbus Division #3 has issued a Special Notice of Intent to Sole Source Award for a Benchmark Mineral Intelligence subscription service. The notice, posted on December 4, 2025, with an amendment issued on December 11, 2025, announces DLA's intention to award a firm fixed-price contract on a sole-source basis to Benchmark Mineral Intelligence for their License 1 – Full Suite product. This online subscription will serve multiple users within the Strategic Materials (SM) division and will be procured under FAR Part 12 (Acquisition of Commercial Items) and FAR Part 13 (Simplified Acquisition Procedures). The anticipated award date is no later than January 15, 2026, with a twelve-month period of performance. The NAICS classification for this procurement is 513120, Periodical Publishers.

DLA Strategic Materials is seeking the Benchmark Mineral Intelligence subscription to support the National Defense Stockpile program and its congressionally mandated biennial stockpiling requirements report by providing comprehensive technical-level supply chain and market analysis data across upstream, midstream, and downstream sectors including lithium, copper, nickel, cobalt, graphite, rare earths, and battery technologies. All responsible sources may submit a capability statement within fifteen calendar days of publication (by December 19, 2025) to demonstrate their ability to provide the requested services; however, the government will not reimburse interested sources for any information provided, and no capability briefings will be conducted. Prospective contractors must be registered in the System for Award Management (SAM) database to be eligible for award. Any information received within the fifteen-day window will be considered solely to determine whether the government should conduct a competitive procurement instead, with the final decision to remain competitive resting entirely within the government's discretion. This is not a request for competitive proposals, and no formal Request for Proposals will be issued.
