About this opportunity

The National Library of Medicine, under the Department of Health and Human Services Office of the Assistant Secretary for Administration, is seeking an indefinite-delivery, indefinite-quantity (IDIQ) contractor to provide subscription services and management support for access to biomedical literature published worldwide. The procurement encompasses approximately 5,937 journal, database, and reference titles in multiple formats and languages from commercial, governmental, and non-commercial publishers. Key contract requirements include processing new subscription orders within five working days, maintaining an Internet-accessible online system with comprehensive search and reporting capabilities, providing EDIFACT-compliant Electronic Data Interchange invoicing, managing print consolidation services, and designating a Key Personnel Account Executive with minimum two years of experience in account management available during business hours. Evaluation will be conducted using four primary criteria: understanding of requirements and technical approach, corporate capability to supply worldwide biomedical literature, personnel qualifications, and past performance on similar subscription services contracts. The proposal submission deadline is April 24, 2026, at 1:00 PM Eastern Time, with prospective offerors required to acknowledge Amendment 0001 which provides questions and answers addressing proposal page limits, pricing methodology requirements, and other solicitation clarifications.

This procurement is not designated as a set-aside, and no current contractor or incumbent is identified in the solicitation documents. The contract has a fixed-price basis with a not-to-exceed value of $11.9 million for the base period (July 1, 2026, through December 31, 2030), escalating to $14.92 million by Option Period 3, with a government minimum order guarantee of $100,000. The base performance period spans approximately 4.5 years with three optional one-year renewal periods and a potential six-month extension. Three primary contract line items (CLINs) include an administration/service fee on a firm-fixed-price basis, subscription services with economic price adjustment provisions using catalog-based pricing, and consolidation services with fixed unit pricing up to 3,000 subscriptions. All work will be performed at the vendor's site, with print and print-plus-online subscriptions delivered to the National Library of Medicine at 8600 Rockville Pike, Bethesda, Maryland 20894.
