About this opportunity

The Federal Highway Administration is seeking a six-month subscription to Connected Vehicle Data from COMPASS IOT PTY LTD, an Australian company, to support the evaluation of safety and traffic operation performances at innovative intersection and interchange designs. This sole source procurement under FAR 6.302-1 will provide access to a specialized dataset containing real-time vehicle information from manufacturers after 2019, including location, speed, kinematic details, and operational states transmitted via SIM cards at 1-3 second intervals. The contract objectives include exploring the suitability of Connected Vehicle data for intersection-level safety evaluations, selecting up to 15 innovative intersection sites for data accuracy assessment, and identifying critical data elements not yet included in the current dataset. The contractor must provide technical training, technical assistance, and participate in monthly progress meetings. Technical questions are due by 1:00 PM EST on September 25, 2025, with quotations due by 10:00 AM EST on September 26, 2025, and evaluation will be conducted under FAR 52.212-2 for commercial items.

This procurement does not utilize any small business set-aside designations and is being pursued as a sole source acquisition with COMPASS IOT PTY LTD identified as the only responsible source capable of meeting the agency's requirements. The total contract value has been redacted from the available documentation, though the procurement covers a six-month subscription period. The performance period is scheduled from October 1, 2025, through March 1, 2026, with the primary place of performance in McLean, Virginia. The dataset supports various applications including safety evaluations, operational analysis, traffic incident detection, and route optimization across the U.S. market. COMPASS IOT is justified as the sole source provider due to their unique connected vehicle dataset with a user-friendly web interface specifically designed for traffic and safety analysis applications.
