PART III PERFORMANCE WORK STATEMENT
1.0 OVERVIEW
The contractor shall provide the Federal Highway Administration (FHWA) subscription access to connected vehicle dataset for use in evaluating the safety and traffic operation performances of select innovative intersection and interchange designs in accordance with the Performance Work Statement (PWS).
1.1 BACKGROUND
The Federal Highway Administration (FHWA) promotes innovative intersection and interchange designs—such as the diverging diamond interchange, continuous flow intersection, turbo roundabout, and protected intersection—as cost-effective solutions for improving safety and reducing congestion at locations with consistent traffic patterns. Implementing these designs, from planning through construction, typically takes between two to five years and costs between $500,000 and $80 million per project. For each new design, FHWA collaborates with state and local agencies to select five or more sites that vary in geographic location, traffic demand, and climate conditions. These sites undergo before-and-after evaluations to assess the safety and operational performance of the completed projects.
Field data collection is a critical and often costly component of the evaluation process. Data collection teams, typically composed of two to six members, travel to project sites with specialized equipment and drones. They spend two to four days collecting traffic data, including vehicle speeds at specific locations (e.g., curves and corners), stopping sight distances, queue lengths by lane and approach, and travel times for traversing the intersection from different directions. This process requires substantial coordination with state and local agencies, as well as detailed travel planning. In some cases, local electricians and police officers must be hired to assist with electrical connections and traffic management. Travel expenses include flights, equipment shipping, car rentals, hotel stays, per diem allowances, and material supplies. Each project site requires at least two field visits—one before construction and one after. Limited staffing and equipment availability often restrict the research team's ability to conduct data collection at multiple sites simultaneously.
Most vehicles manufactured after 2019 are equipped with SIM cards that transmit the vehicle’s location and kinematic data to the manufacturer. This time-stamped raw data typically includes, but is not limited to, the vehicle's make and model, geographic location (latitude, longitude, altitude), speed (longitudinal and radial), acceleration or G-force (longitudinal and radial), and the operating states of various components such as seat belts, windshield wipers, headlights, brake pedal, gas pedal, and lane departure warning, etc. Vehicles equipped with built-in SIM cards are known as connected vehicles (CV), and tens of millions of them are currently operating on U.S.
roadways. In the U.S. market, these vehicles transmit data at intervals ranging from 1 to 3 seconds—frequent enough to support intersection-level traffic performance evaluations.
Data aggregators purchase CV data from major automakers, process it to remove personally identifiable information (PII), and then sell the anonymized CV data to both for-profit and non-profit entities for use in research, travel routing, and other applications.
1.2 OBJECTIVES
The objectives of this procurement are:
1. Explore the suitability of using CV data for intersection level safety and operation evaluations.
2. Select up to 15 innovative intersection and interchange sites (including some previously evaluated sites where we possess ground truth data) to assess the adequacy and accuracy of using CV dataset.
3. Identify critical data elements that are not yet in the CV dataset but could be incorporated.
1.3 DETAILED REQUIREMENT
The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the described work.
Based on project/program needs, the COR will schedule regular (monthly) technical meetings to update research progress and challenges encountered and explore solutions with the contractor team. The contractor is expected to attend the technical meetings.
