About this opportunity

The Consumer Product Safety Commission (CPSC) announced its intent to negotiate a sole-source award to Euromonitor International Ltd. for an unlimited-access subscription to market research database content with a response deadline of May 21, 2026. The procurement will be conducted under FAR 13.106-1(b) and 41 U.S.C. 3304(b)(2)(B) and awarded as a simplified acquisition under FAR Subparts 12 and 13.

The database will provide coverage across six product categories—appliances, home and gardens, toys and games, apparel/footwear, consumer electronics, and homecare—plus mobility content and other U.S. market research. CPSC justifies sole-source selection on the basis that competing vendors offer only one-time data purchases requiring repurchase for updates, whereas Euromonitor's platform provides continuous access to a broad spectrum of consumer product market research.

Interested parties may submit a capability statement demonstrating their ability to meet the requirement by email to apatel@cpsc.gov no later than 2:00 pm Eastern Time on May 21, 2026. All quotations and responses received within ten business days of notice issuance will be evaluated. The government retains sole discretion to determine whether to compete the procurement based on responses received. Phone calls will not be accepted.

Notice text

The Consumer Product Safety Commission (CPSC) announces its intention to negotiate and issue a sole source award to Euromonitor International Ltd., 1 N. Dearborn, Suite 1700, Chicago, IL 60602 to provide unlimited access to market research database content for six product categories (appliances, home and gardens, toys and games, apparel/footwear, consumer electronic, and homecare), mobility content, and other online content concerning the U.S. market.

Other sources can provide some of the needed market data but only offer data as a one-time purchase based on request. This means any updates to the data will need to be purchased again. The Euromonitor database is the only source with access to a broad spectrum of consumer product market research.

CPSC intends to negotiate this requirement under the authority of FAR 13.106-1(b) and 41 U.S.C. 3304(b)(2)(B). The sole source procurement will be awarded as a simplified acquisition in accordance with FAR Subpart 12 & FAR Subpart 13 procedures. Interested persons may identify their interest and submit a capability statement demonstrating their ability to meet this requirement.

This notice of intent is not a request for competitive quotations; however, all quotations/responses received within ten (10) business days of the issuance of this notice will be considered by the government.  A determination by the government not to compete this proposed procurement based upon responses to this notice is solely within the discretion of the Government.  Any quotation/response must be in writing and can be sent via email to the Contract Specialist at apatel@cpsc.gov by 2:00 pm Eastern Time May 21, 2026. No phone calls will be accepted.
