About this opportunity

The U.S. Geological Survey (USGS) Office of Acquisitions and Grants is conducting market research to procure a Turner Designs Model C6P Submersible Fluorometer for expanding mercury proxy modeling efforts. The device must be robust for long-term field deployment, telemetry capable, and include specific sensor configurations for measuring turbidity, chlorophyll, optical brighteners, fluorescein, and tryptophan/wastewater. This Request for Information (RFI) is issued under Federal Acquisition Regulation Part 10 to assess potential contractor capabilities and market availability. Interested vendors are required to submit detailed vendor information, organizational capabilities, and relevant technical service experience by March 31, 2025, at 9:00 AM EDT. The RFI is purely voluntary, and respondents will not incur financial obligations, with the research ultimately helping determine the procurement method.

The contract opportunity is designated as a Total Small Business set-aside, targeting businesses within the Analytical Laboratory Instrument Manufacturing NAICS code (334516) with a size standard of 1,000 employees. The USGS currently has two existing Turner C6P units and seeks a third identical unit to maintain model consistency and data quality objectives. While no specific award value or budget range is disclosed, the procurement is focused on a highly specialized scientific instrument with precise technical requirements. The optical brightener sensor must be customized to match previously purchased units, indicating a preference for vendors capable of meeting extremely specific technical specifications. Potential vendors can direct any questions to Imani Tillman at itillman@usgs.gov, with the understanding that this is a market research exercise and not a formal solicitation.

Submersible Fluorometer System (Turner Designs Model C6P)

The U.S. Geological Survey (USGS) is issuing this request for information (RFI) as a means of conducting market research to determine the availability of potential contractors who can provide a Turner Designs Model C6P Submersible Fluorometer. The project currently has two Turner C6Ps for the development of models for mercury proxies. The project will be expanding the modeling effort and requires another Turner C6P with the same configuration as the ones currently deployed to maintain model consistency and data quality objectives.

The C6P configuration is as follows:

• turbidity (850 nm LED; range 1 -1,500 ntu)
• chlorophyll (excitation 450-460nm, emission 674-718; range 0.3 – 200 μg/L)
• chlorophyll (excitation 625-635, emission > 695nm; range 0.3 – 200 μg/L)
• optical brighteners (custom configuration (excitation 360-370, emission 415-440 nm); range 0-30 ppb
• fluorescein (excitation 45-470, emission 530-560 nm; range 0.1 - 100 ppb)
• Tryptophan/wastewater (excitation 270-280, emission 322-378 nm; range 0.3 – 200 μg/L)

The device must be robust for long-term field deployment with minimum maintenance and be telemetry capable. The optical brightener sensor needs to be customized to meet USGS requirements to match previously purchased C6Ps for consistency within and across USGS projects.

This request for information is issued for the sole purpose of conducting market research in accordance with the Federal Acquisition Regulation (FAR) Part 10. This request for information does not constitute a request for proposals; submission of any information in response to this request for information is purely voluntary; the government assumes no financial responsibility for any costs incurred.

The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) Code assigned to this RFI is 334516 - Analytical Laboratory Instrument Manufacturing. The size standard is 1,000 employees.

THERE IS NO SOLICITATION AT THIS TIME.

If your organization can meet this requirement, please provide the following information:

• Vendor Information: The organization name, address, email address, website address, telephone number and size and type of ownership for the organization
• Capabilities: Provide a brief description of your capabilities and prior experience relevant to this RFI to provide the required technical services

All responses must be submitted no later than Monday, March 31,2025 at 9:00AM EDT. For questions related to this request for information please email Imani Tillman, itillman@usgs.gov
