The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to award, on a sole source basis under the authority of 10 U.S.C. 2304(c)(5) , a Cost Plus Fixed Fee (CPFF), Indefinite Delivery, Indefinite Quantity type contract to Systems Engineering Associates Corporation (SEACORP), CAGE Code 2V276, Middletown, RI.  This requirement is to support the continued development, upgrade, and application of the CSA-PI Data Interface (CDI) software after completion of Phase II SBIR contract N68335-19-C-0146. SEACORP owns, and has full rights to the data that was developed under previous Small Business Innovative Research (SBIR) efforts.

This requirement is a follow-on to SBIR Phase II contract N68335-19-C-0146 with SEACORP, and it is anticipated that 141,600 man-hours will be required over the five-year period of performance.  The NAICS Code is 541712 Research and Development in the Physical, Engineering, and Life Sciences, with a size standard of 1,000 employees.  Per FAR 6.302-5(a)(2), full and open competition need not be provided for this requirement as the project is a SBIR Phase III award that extends efforts performed under prior SBIR funding agreements and is authorized under 10 U.S.C. 2304(c)(5).

This notice of intent is not a request for competitive proposals.  All responsible sources may submit a capability statement which will be considered by the Government.  A determination by the Government not to compete this proposed acquisition based on responses to this notice is solely within the discretion of the Government.

Further details will be released upon issue of RFP# N66604-20-R-8510, which is anticipated to be on or about 30 July 2020.  The closing date for receipt of proposal will be established in the RFP.
