About this opportunity
The Department of the Navy Naval Sea Systems Command's Mid-Atlantic Regional Maintenance Center (MARMC) has issued a Special Notice for submarine Network On-Site Representative (NOSR) support services. This procurement is structured as a single-source solicitation under FAR Part 13 procedures, indicating the government has determined there is only one responsible source available for this highly specialized requirement. The contract will provide critical technical support to the U.S. Navy's submarine fleet across three strategic locations: Norfolk, VA, Groton, CT, and Kings Bay, GA. The services directly support SSN, SSGN, and SSBN submarines in various operational states, including those in port, underway locally, and at-sea conducting national defense or strategic deterrence missions. The contract is classified under NAICS code 541330 (Engineering Services) with a small business size standard of $47 million.
The primary objective of this Special Notice is to procure expert-level technical support for submarine information systems through a firm fixed-price service contract spanning from June 29, 2025, to September 15, 2025. Contractors must respond by June 27, 2025, and provide 7 total personnel comprising 6 IT System Analysts and 1 Network Certification Analyst with specialized submarine network systems experience. The work requires personnel to hold appropriate security clearances and meet specific technical and physical qualifications necessary for complex shipboard environments. The NOSR support encompasses real-time fleet technical assistance, advanced system assessments and troubleshooting, network maintenance liaison services, and Authority to Operate certification support. This procurement reflects the government's recognition that the technical complexity and mission-critical nature of submarine network systems requires highly specialized expertise that is available from only one responsible source in the marketplace.
