About this opportunity

The Department of the Navy Naval Supply Systems Command seeks two conservation-grade microclimate museum display cases for the Submarine Force Museum, with quotes due September 15, 2026. This is a Women-Owned Small Business set-aside at 100 percent.

Place of performance is Poquonock Bridge, Connecticut (Groton). The cases must be mannequin-style with pedestal bases and 5-sided frameless vitrines, each with interior dimensions of 81 inches high by 35 7/16 inches wide by 35 7/16 inches deep, fabricated entirely from archival materials including Medex base, ODP deck wrapped in linen fabric (colorway L-5040), and 3/8-inch UV-filtering acrylic. Sealed microclimate control via silica gel chambers must maintain an air exchange rate between 0.75 and 1 per day, with security screw locking and no interior lighting. Cases must align with previously installed benchmark cases and meet museum preservation standards to prevent artifact degradation.

The contractor must demonstrate 40 or more years of company-specific experience and 150 or more years of combined staff experience in design and fabrication of fine art and historical artifact display cases for not-for-profit museum use. Delivery, assembly, and installation occur between 9:00 AM and 4:00 PM Monday through Friday at the Submarine Force Museum in Groton, Connecticut. The period of performance is 5 months from contract award, with a requested delivery date of February 26, 2027. The vendor is responsible for ensuring cases fit through available entrances (8.5 feet high by 7 feet wide, or 9 feet high by 6 feet 10 inches wide) and must provide lift-gate equipped vehicles, as no loading dock is available. The NAICS code is 337215, Showcase, Partition, Shelving, and Locker Manufacturing, with a size standard of 500 employees. Award will be made on best-value basis. Amendment 0002 extended the close date from September 8 to September 15.

Update #3 · Latest ·

The purpose of amendment 0001 on 9/3 is to add the PDF copy of the SOW that includes the photos.

The purpose of amendment 0002 is to extend the close date to 9/15.

The Submarine Force Museum (SFM) intends to procure two (2) conservation-grade (i.e. made from archival materials that are inert and will not off-gas or cause damage to the artifacts) microclimate museum display cases for use in future exhibits. This is part of a broader strategy to update all cases in the museum to have a uniform appearance and to meet museum preservation standards. These cases will help SFM meet current preservation standards while displaying artifacts from its historic collections, as the current cases which can accommodate mannequins do not meet museum preservation standards and are causing degradation to the artifacts on display. These cases will increase flexibility and mobility when creating new exhibits, as they are moveable, unlike the current cases. Conservation-grade cases will also allow SFM to borrow artifacts from other institutions which require more stringent display preservation standards than the current cases allow.

These new cases will replace a double mannequin case that was previously loaned to SFM but is now being recalled. These cases will allow SFM to continue displaying the two mannequins assigned to this exhibit, thus preventing disruption of display and the visitor experience. These new cases should align with the design, engineering, and appearance of the ones already installed in the exhibit (see reference photos below; these cases were the first to be designed and engineered as part of the case updating strategy and therefore, they form the benchmark by which all other cases will be created), with any desired differences and exceptions noted here.

Please see attached solicitation for full details.
