About this opportunity

The Naval Supply Systems Command Contracting Office is seeking information from potential vendors for an indefinite-delivery/indefinite-quantity contract to provide submarine escort vessel services off the Washington coast. The contractor must provide a privately owned U.S. flag commercial vessel over 120 feet capable of maintaining 10 knots speed and remaining at sea for up to 12 days in sea state condition 6, equipped for navigation, communications including VHF, radar, and able to deploy acoustic signaling equipment in heavy seas. Responses to this sources sought notice are due by November 24, 2023 and will be used to determine whether to set aside the requirement for small businesses and the best approach to procuring these services.

There is no set-aside designation specified. The requirement may be set aside fully or partially for small businesses or procured through full and open competition. The government intends to make a single award considering all small business categories. The attached draft performance work statement provides additional technical requirements for establishing a moving four nautical mile clearance area for submarine testing and communicating regularly via radio to clear other vessels, operating for up to 17 days total including mobilization and demobilization.

The Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS&IMF) Contracting Office (Code 400) is issuing this sources sought. This sources sought is being issued as a means of conducting market research to identify industrial capabilities that might exist in order to support an upcoming requirement for a Submarine Vessel Escort Service contract. For additional information regarding the technical specifications, please refer to the attached DRAFT Performance Work Statement (PWS).


Based on the responses of this sources sought, this requirement may be set-aside for small business (in full or in part) or procured through full and open competition (unrestricted). The Government’s intent at this time is for a single award to be made. All small business set-aside categories will be considered. Telephonic inquiries will not be accepted or acknowledged. The Government will not be providing evaluations or comments to companies providing sources sought responses, but the responses will be used to inform the Government as to the best means of procuring this requirement.
