About this opportunity
The Department of the Navy Naval Supply Systems Command is seeking a contractor to modernize the bowling center at Kings Bay Submarine Base in Georgia through a comprehensive equipment replacement project. The solicitation requires removing existing pinsetters and installing a new USBC String pinspotter system, along with replacing 14 bowling lanes, approaches, ball returns, gutters, bumpers, and foul line warning systems. All new equipment must be compatible with the current QubicaAMF BESX/Conqueror X operating system, with the primary objectives of improving safety and reducing maintenance costs. The contract will be awarded using a best value evaluation method, with technical and price factors weighted equally, focusing on equipment compatibility, past performance, and project schedule. Proposals are due by March 27, 2025, at 3:00 PM CT, with a pre-proposal conference held electronically on March 18, 2025, via Microsoft Teams.
The solicitation is not set aside for small businesses, and the available project budget is approximately $511,280.00. Contractors must provide comprehensive training on new equipment operation and maintenance and schedule an independent United States Bowling Congress (USBC) certifier to inspect and validate the lanes for league play. Employee access to the base will require background checks, with strict limitations on individuals with felony convictions. The place of performance is located in Kingsland, Georgia, and the contract will be a firm-fixed-price agreement awarded to a single offeror. Contractors must submit technical proposals in two volumes (4 copies, 1 original, 1 data disc) with a 100-page limitation, and price proposals with specific electronic and hard copy submission requirements. No fixed start date is specified, with construction to begin only after the Contracting Officer issues a Notice to Proceed.
