The procurement is unrestricted (no set-aside used), but small business subcontracting goals of approximately 32.35% are anticipated.
Place of performance is United States. The contract is structured as a single-award Indefinite Delivery/Indefinite Quantity with a six-year period of performance from March 1, 2027, through February 28, 2033. Two task orders will be awarded concurrently on a cost-reimbursement basis: Task Area 1 (Program Management) and Task Area 2 (Completion of 5-year Exam and Data Collection), each with a one-year base period followed by five one-year option periods. The minimum guarantee is $50,000 with a maximum ceiling of $49,400,000.
The contractor will complete a second in-person visit for up to 4,000 participants approximately five years after baseline, manage remote data collection through the Airways Clinical Research Centers network, coordinate biospecimen and data management, oversee an Observational Study Monitoring Board, publish at least one peer-reviewed manuscript annually, and maintain a Section 508-compliant study website. All Information and Communication Technology products require 100% WCAG Level A and 98–100% WCAG Level AA compliance. Extensive human subjects protections, NIH data management and sharing obligations, and financial conflict of interest management under 45 CFR Part 94 apply. Evaluation criteria include technical capability (100 points), human subjects protection acceptability, data management/sharing plan acceptability, cost/price reasonableness and realism, past performance acceptability, and Section 508 compliance. A Proposal Intent Response Sheet is due May 15, 2026. Amendment 1, posted May 22, 2026, adds RFO clause 52.222-90 (Addressing DEI Discrimination by Federal Contractors); offerors must acknowledge receipt of this amendment by the proposal deadline.
