About this opportunity

The Department of Education is seeking qualified vendors to establish a new Student Engagement and Attendance Center (SEAC) that will provide technical assistance to states, local educational agencies, schools, and communities to combat chronic absenteeism and promote regular school attendance and student engagement. Key contract requirements include expertise in project management, subject matter knowledge on student attendance and engagement, delivering technical assistance, facilitating stakeholder engagement, and website management. Vendors must submit capability statements, responses to vendor questions, and any comments/edits to the draft Performance Work Statement by April 17, 2024.

This requirement does not have a set-aside designation, and the NAICS code is likely in the educational services sector. The Department has previously provided technical assistance in this area, but has not identified any incumbent contractors. The Department has not disclosed an estimated award value or budget range, but the scope of work indicates a significant effort to build the SEAC and deliver comprehensive technical assistance nationwide.

Notice text

The SEAC supports state educational agencies (SEAs), referred to in this document as “states” and local educational agencies (LEAs), referred to here as “districts”, in their efforts to reduce chronic absenteeism and increase student engagement through identifying and disseminating evidence-based, promising practices and research; by providing targeted and intensive technical assistance services to State and district clients to apply those practices; by establishing peer learning communities guided by subject matter experts to learn, identify, and explore together strategies to promote attendance and engagement; and developing tools, products, and resources on chronic absence interventions and improving student engagement in learning that local and state practitioners can use directly in their work to promote regular attendance.
