About this opportunity

The Department of Veterans Affairs Veterans Integrated Service Network 4 (Network Contracting Office 4) is soliciting quotations for Stryker System 9 Power Tools and related surgical equipment and accessories to support orthopedic procedures at the Erie VA Medical Center in Pennsylvania. The procurement is restricted to brand-name Stryker products only, and all potential offerors must submit a Letter of Authorization from Stryker confirming their status as an authorized distributor; failure to include this documentation will result in elimination from consideration. The acquisition supports the medical center's Total Joint initiative, which provides total hip, knee, and shoulder surgical procedures, and the equipment must be compatible with existing surgical workflows, surgeon training protocols, and current instrumentation already in use at the facility. Government evaluation will be based on special features, warranty terms, delivery timeframe, price, and compliance with the Statement of Need. Quotations are due by February 25, 2026, at 4:00 PM EST and must be submitted in writing to Contract Specialist Matthew Clark at matthew.clark11@va.gov; no telephone inquiries will be accepted, and offerors are responsible for monitoring SAM.gov for any amendments to the solicitation.

This solicitation is designated as a 100% Small Business set-aside under NAICS Code 339112 (Surgical and Medical Instrument Manufacturing) with a size standard of 1,000 employees. The acquisition references an existing GSA FSS Contract 36F79724D0118 that contains some but not all required equipment; however, the brand-name justification document confirms that no alternative brands meet the medical center's clinical and compatibility requirements. The estimated acquisition value exceeds the micro-purchase threshold but does not exceed the Simplified Acquisition Threshold of $350,000, with the specific dollar amount redacted in the publicly available documents. The solicitation requires quotations for 19 line items of Stryker System 9 tools and accessories, with all items to be delivered FOB Destination to the Erie VAMC Distribution Center within 30 days after receipt of order. Performance of work will take place at the Erie, PA VA Medical Center location, and the contracting officer is Amanda Saunders at the Network Contracting Office 4 in Pittsburgh, Pennsylvania.
