About this opportunity

The Department of the Army Materiel Command TACOM Life Cycle Management Command seeks to integrate a Medium Caliber Weapon System using a XM813 30x173mm cannon onto Stryker Double-V Hull A1 vehicles through a potential future competitive solicitation. The pre-solicitation notice requests industry feedback on capabilities for weapon system production and combat vehicle integration by March 30, 2019 to inform acquisition planning. General Dynamics Land Systems is the Stryker prime contractor, and the government intends to obtain prospective requirements through a market survey prior to releasing a request for proposal with an anticipated award date unspecified.

There is no set-aside designated for this potential opportunity. Current Remote Weapon Stations on Stryker vehicles would be replaced fleetwide by the Medium Caliber Weapon System. General Dynamics Land Systems maintains the Stryker technical data package as the incumbent. The government files provide additional details on requirements for the weapon system and draft evaluation criteria to support selection of a qualified contractor able to integrate this new capability across the entire Stryker brigade combat vehicle fleet.

The purpose of this RFI is for the United States Government (USG) to determine the industry capabilities to produce and integrate a MCWS using a XM813 (30x173mm cannon) onto a Stryker DVHA1. PMO SBCT produced a MCWS on a Flat Bottom Hull, as a replacement to the Remote Weapon Station (RWS) currently on the platform in support of an Operational Needs Statement (ONS). The USG is considering the pursuit of a potential future system to be integrated fleet wide on the DVHA1 chassis. General Dynamics Land Systems (GDLS) is currently the prime manufacturer of the Stryker DVHA1 and a complete systems-level Technical Data Package (TDP) is not available.

Any information received in response to this survey will be used by the USG to aid its current Stryker Acquisition Planning effort and a potential competitive Request for Proposal (RFP). Currently, the USG plans to obtain the prospective requirements identified within this survey from a source that has the ability or capability to meet the USG's requirements.

***Update*** The Chief of Staff of the Army made the decision to go forward with 30mm Program of Record for Stryker. Additional information will be forthcoming in the Phase 1 Request for Quote, W56HZV-19-Q-0082.
