REQUEST FOR INFORMATION:
Stryker Medium Caliber Weapon System
(PRE-DECISIONAL)
1. PROGRAM: PROJECT MANAGEMENT OFFICE STRYKER BRIGADE COMBAT TEAM (PMO SBCT)
2. SUBJECT: REQUEST FOR INFORMATION (RFI) MEDIUM CALIBER WEAPON SYSTEM (MCWS) FOR STRYKER DOUBLE-V HULL (DVH) A1
3. DESCRIPTION AND BACKGROUND:
The purpose of this RFI is for the United States Government (USG) to determine the industry capabilities to produce and integrate a MCWS using a XM813 (30x173mm cannon) onto a Stryker DVHA1. PMO SBCT produced a MCWS on a Flat Bottom Hull, as a replacement to the Remote Weapon Station (RWS) currently on the platform in support of an Operational Needs Statement (ONS). The USG is considering the pursuit of a potential future system to be integrated fleet wide on the DVHA1 chassis. General Dynamics Land Systems (GDLS) is currently the prime manufacturer of the Stryker DVHA1 and a complete systems-level Technical Data Package (TDP) is not available.
The MCWS program is pre-decisional. Any information received in response to this survey will be used by the USG to aid its current Stryker Acquisition Planning effort and a potential competitive Request for Proposal (RFP). Currently, the USG plans to obtain the prospective requirements identified within this survey from a source that has the ability or capability to meet the USG’s requirements.
4. INFORMATION SOUGHT:
PMO SBCT is seeking the following information related to MCWS integration onto a DVHA1 Stryker:
· Currently available MCWS system capabilities;
· Production capabilities of MCWS systems;
· Ability to integrate MCWS to a Stryker DVHA1; and
· Number of industry vendors interested in competing for future Stryker MCWS.
In addition to the above, please address all questions. If a question is not applicable, use N/A.
a. Has your organization ever received a contract award from the USG as a Prime Contractor to develop, integrate, or produce a ground combat vehicle or similar system?
b. Since a complete systems-level TDP for the Stryker DVHA1 is unavailable, what specific information would your company require in order to compete for this requirement? Indicate what general types of technical data or access to government-furnished equipment might help your company further refine its offering in the event a Request for Proposal.
c. Describe any previous experience your organization has with a Stryker FBH, Stryker DVH, Stryker DVHA1, or other 8x8 wheeled combat vehicle?
d. Describe your company’s experience with integration of an MCWS system or an RWS system onto combat vehicles.
e. Describe your company’s experience related to manufacturing, assembly, and/or production of MCWS.
i. Describe your Production Readiness Level (PRL) for your proposed solution.
ii. What do you or have you produced for other platforms or government agencies?
iii. Identify other organizations or countries that are using your product/technology.
f. Describe your company’s capabilities and experience with conducting Government Furnished Property accountability and transfer in accordance with and relating to any of or all of the following:
i. Army Regulation (AR) 710-2, “Supply Policy Below the National Level”;
ii. AR 735-5, “Property Accountability Policies”;
iii. Department of the Army Pamphlet (DA PAM) 710-2-1, “Using Unit Supply System (Manual Procedures)”;
iv. “Property Book Unit Supply Enhance (PBUSE),”
v. “Global Combat Support System – Army” (GCSS-Army); and
vi. AR 700-145, “Item Unique Identification.”
g. Describe your company’s experience with and capabilities in providing unclassified Army property (sensitive and non-sensitive) security in accordance with AR 190-51, “Security of Unclassified Army Property.”
h. Describe your company’s welding experience and capabilities as follows:
i. Explain your company’s experience in working, cutting, and welding rolled homogeneous armor (RHA), high hard armor (HHA), and applique armor (welding armor steel, aluminum, designing and producing applique armor).
ii. Does your company have welders certified to weld armor steel?
iii. Are your company’s welders qualified to weld in the flat, horizontal, and overhead positions?
iv. What current weld standards does your company utilize?
i. Identify and describe your company’s current quality system, and indicate whether your company is independently certified in that system.
j. What is your overall feedback of the draft requirements (available upon request)?
i. What requirements do you believe conflict with each other? Please describe which requirement and why.
ii. Are there any singular requirements that you see as high risk to meet and why?
iii. Does your company currently have the capability to meet the draft requirements?
k. Assuming a 12-month timeline from furnishing of GFE (Stryker DVHA1 Vehicle and XM813 cannon) to finalize design, complete integration, and deliver prototypes for a limited development program, do you believe you can modify your existing weapon station and develop a production ready design to achieve these requirements?
i. What limited or moderate modifications would you need to make to your MCWS to meet these requirements?
l. Are there any specific requirements, which if adjusted, will allow you to offer a design, which might benefit the USG through an accelerated schedule, enhance capability, and reduce cost and risk?
m. Does your company have a TRL 6 or greater rated turret system? Can your company provide verification of its turret maturity? How would you assess your Integration Readiness Level (IRL) of the proposed solution?
