About this opportunity
The Department of the Army Corps of Engineers Memphis District is seeking a qualified contractor to perform stringout construction and rehabilitation work at the Ensley Engineer Yard (EEY). The procurement encompasses the complete removal of existing infrastructure including steel ramps, timber and steel pipe piles, and concrete pile structures, followed by the installation of new facilities including steel floats, landing barges, steel pipe piles, utility systems, a connector bridge, and an electrical substation. This is an unrestricted procurement that will be evaluated using a Best Value Tradeoff source selection process with a HUBZone Price Evaluation Preference, and all successful bidders must comply with a Project Labor Agreement (PLA) requirement. The work is classified under NAICS 237990 (Other Heavy and Civil Engineering Construction) and PSC Y1PZ (Construction of Other Non-Building Facilities). A pre-solicitation notice was posted on November 25, 2025, though specific deadlines for questions and proposal submissions have not been detailed in this notice.
The contract contains no set-aside designations and is being offered as an unrestricted competition. The project is structured with a base project divided into two sequential phases at the Ensley Engineer Yard, plus six optional task orders to be completed in sequences directed by the Government. The estimated contract value ranges between $25 million and $100 million, making this a substantial federal construction initiative. Work must proceed sequentially from Phase 1 to Phase 2 to permit continued yard operations, with all phase transitions requiring Government approval before advancement. No incumbent contractor information is provided in this pre-solicitation notice, indicating this represents a new procurement opportunity for interested contractors in heavy civil engineering construction.
