About this opportunity
The Air Force Materiel Command's Air Force Life Cycle Management Center at Wright-Patterson AFB has issued a Special Notice for the sole source renewal and maintenance of StressCheck software licensing. The notice announces the government's intent to negotiate a Firm-Fixed Price contract with Engineering Software Research and Development, Inc. (ESRD) for StressCheck software licensing renewal and maintenance. This procurement is being conducted under sole source authority in accordance with FAR 6.302-1, as ESRD is the proprietary source for this specialized finite element analysis software. The contract period will run from September 1, 2025, to August 31, 2026, and market research has confirmed that no other sources are capable of providing this requirement. This is not a competitive solicitation, though the government will consider responses from other potential sources.
The primary objective of this procurement is to ensure continuity of critical StressCheck software capabilities used for advanced fatigue crack growth analyses in aircraft maintenance operations. Interested contractors must submit capability statements, proposals, or quotations with clear and convincing evidence of their ability to provide the required services by August 8, 2025, at 3:00 PM EST. All responsible sources are eligible to respond, though the government maintains sole discretion in determining whether to compete this action based on received responses. The software is essential for determining structural strength of aging aircraft, and failure to renew the license could result in significant research delays and lost production hours. An Ombudsman, Col(S) Paul W. Tinker, has been appointed to address contractor concerns during the proposal development process, and can be contacted at asca@us.af.mil while maintaining strict confidentiality when requested.
