About this file
This document is a Single Source Justification (Simplified Acquisition) for the renewal of StressCheck software licensing and maintenance. The Air Force Materiel Command (AFLCMC/PZITB) is seeking a firm fixed price (FFP) acquisition from Engineering Software Research and Development, Inc. (ESRD) for a one-year contract period from 1 September 2025 to 31 August 2026. StressCheck is a specialized 64-bit finite element analysis software used for advanced fatigue crack growth analyses in aircraft maintenance, with ESRD being the sole proprietary source for the software.
Market research was conducted using various databases, including Dynamic Small Business Search and System for Award Management, which yielded zero small businesses capable of providing the required software. The justification emphasizes that without this license renewal, users cannot perform critical crack growth analysis for determining structural strength of aging aircraft, potentially leading to significant research delays and lost production hours. The government will continue to monitor the market for alternative solutions, but currently ESRD is deemed the only source capable of meeting the mission requirements without substantial duplication of costs.
