About this opportunity
The Natural Resources Conservation Service is procuring construction services for streambank stabilization and erosion control in Mineral County, West Virginia, with sealed bids due June 3, 2026, and a mandatory site showing on May 27. This is a 100 percent small business set-aside.
Place of performance is Keyser, West Virginia. The work consists of laying wire mesh gabions, preparing foundation on shallow bedrock, rebar anchoring, and riprap foundation protection for the Thunderhill Run G Street project. The contractor must furnish all labor, materials, equipment, and supervision. Seven line items are priced separately: seeding and mulching (0.1 acres), mobilization and demobilization (1 lump sum), steel reinforcement foundation preparation (36 square yards), rock riprap foundation preparation (126 tons), gabions (92 cubic yards), rock for grouted rock riprap (36 tons), and grouted rock riprap (8 cubic yards). Bidders must submit prices for all items; failure to do so disqualifies the bid.
The estimated project value falls between $100,000 and $250,000. The contractor must begin work within 10 calendar days of receiving the Notice to Proceed and complete work within 35 calendar days. Performance and payment bonds are required, along with a bid guarantee of 20 percent of the bid price or $3 million, whichever is less.
Award will be made to the responsible bidder offering the lowest price, considering previous experience with similar projects completed within the past five years. Materially unbalanced or unrealistically low bids may be rejected. Sealed bids must be submitted electronically to bobby.copenny@usda.gov. The NAICS code is 237990, Other Heavy and Civil Engineering Construction.
