About this opportunity

The Air Force Nuclear Weapons Center (AFNWC) is seeking potential contractors to develop a replacement wide area strategic messaging system for a classified environment. The system requires capabilities including legacy hardware replacement, server infrastructure, virtualization, deployable human machine interfaces, network design, and defensive cyber operations technical development. Contractors must possess current TOP SECRET clearance and demonstrate experience with multiple technical domains such as Open Mission Systems, universal communication interfaces, and ruggedized equipment deployment. Interested parties are invited to submit an unclassified white paper describing their capabilities by May 10, 2025, at 11:59 EST, with responses limited to 5+5 pages of text and images. The white papers should comprehensively outline the offeror's ability to meet minimum and additional capabilities, and indicate interest in potentially attending a classified industry day.

No specific set-aside designation is noted for this sources sought notice, and no incumbent contractors are identified in the documentation. The project appears to involve replacing a network infrastructure across approximately 150+ locations, with a focus on high confidentiality, integrity, and availability (CIA) requirements. While no specific award value is mentioned, the complexity of the project suggests a potentially significant contract scope, involving advanced technical capabilities in classified network development. Preferred capabilities include digital engineering, enterprise-level network design, virtualization, and maximizing commercial off-the-shelf (COTS) equipment usage. The government emphasizes that this sources sought notice is purely for information and planning purposes, does not constitute a formal Request for Proposal, and will not reimburse respondents for any administrative costs associated with their submission.
